Keen surveillance of agents from NCRPO Regional Special Operations Unit led for the apprehension of twelve (12) persons for violation of PD 1602 as amended by RA 9287 (EZ2/Loteng) on August 22, 2019 at Sta. Cruz, Manila.
National Capital Region Police Office Regional Director, PMGEN GUILLERMO LORENZO T ELEAZAR said that the operations stemmed from the information of reliable informants that there was continuous proliferation of illegal numbers game operation particularly at C.M. Recto, Brgy. 310, Sta. Cruz, Manila.
Acting upon it, the following bet supervisors and collectors were held by RSOU and identified as:
• Jomar Malenab y Palada, male, single, 20 years old, native of Metro Manila, and resident of No. 919 Quezon Blvd, Sta. Cruz, Manila; (Bet Supervisor/ “Kabo”);
• Lourdes Devis y Arsenio, female, married, 45 years old, native of Tarlac, and resident of No. 975 Quezon Blvd, Sta. Cruz, Manila; (Bet Supervisor/ “Kabo”);
• Era Embuido y Mahilum, female, married, 51 years old, native of Negros Occidental and resident of Poly St., Quezon Blvd., Sta. Cruz, Manila; (Bet Collector);
• Renilyn Venturina Jr y Tullo, male, single, 30 years old, native of Metro Manila, and resident of No. 1739 C.M. Recto Sta. Cruz, Manila; (Bet Collector);
• Criselda Uyanguren y Ortilano, female, single, 35 years old, native of Davao Oriental, and resident of No. 1739 C.M. Recto, Brgy. 310, Sta. Cruz, Manila; (Bet Collector);

• Rosemarie Bacani y Capito, female, married, 46 years old, Native Metro Manila, and resident of No. 961 H. Calo St., Quezon Blvd, Sta. Cruz, Manila; (Bet Collector); and
Meanwhile, one gambling maintainer/ operator identified as Alyas Alvin Quiapo, male, and resident of No. 1739 C.M. Recto, Brgy. 310, Sta. Cruz, Manila remains to be at-large.
Accordingly, on August 22, 2019 about 8:45 PM at No. 1739 C.M. Recto, Brgy. 310, Sta. Cruz, Manila, operatives noticed one (1) female in the act of inducing bettors in a narrow alley in front of a three-story house while in possession of a ball pen and bet booklet/lastillas. To be certain whether or not it is a form of illegal numbers game, one of the police operatives posed as bettor and managed to deal with the woman, later identified as Era Embuido. Embuido induced the police posed bettor to bet in EZ2 Lotto which will be played at 9:00 PM of August 22, 2019, via PCSO Lotto draw.
The poseur bettor gave Era one hundred pesos (Php 100.00) bet money for number combinations of 5-15. He saw her wrote the number in a bet booklet then tear the bet receipt and handed it over to him. Upon confirming that she was indeed a bet collector, poseur bettor then introduced himself as a police officer and placed Embuido under arrest. She was informed of the nature of her offense and apprised of her constitutional rights in Filipino.
At that instance, Embuido attempted to elude the arrest and ran into an open door of the afore-mentioned three story houses by pulling herself from the arresting officer. But the arresting officer restrained her and they ended up inside the house. Other operatives backed up the arresting officer inside the house and they saw in plain view, eleven (11) other individuals gathered around in possession of betting booklets, bet record sheets and other gambling paraphernalia.
Immediately thereafter, the operatives introduced themselves as police officers and placed them under arrest. They were informed of the nature of their offense and apprised them of constitutional rights in Filipino.
Consequently, following betting paraphernalia were seized from the possession and control of the arrested suspects and were later brought to RSOU’s office for investigation and proper disposition:
a. One (1) piece of one-hundred-peso bill (bet money);
b. One (1) bet receipt;
c. One (1) bet collector receipt copy;
d. Ten (10) betting booklet/lastillas with appearance of lotto 6/42, 6/45 and 6/49;
e. Four (4) bundles of blank betting booklet/lastillas with appearance of lotto 6/42, 6/45 and 6/49;
f. Two (2) record notebooks;
g. Three (3) Casio MX-120B 12 digits calculators;
h. One (1) blue ball pen;
i. Eleven (11) black ball pens;
j. Bet collection money amounting to six thousand four hundred and twenty pesos (Php 6,420.00) in different denomination;
k. Five (5) blank summary of bets booklet;
l. One (1) trodat with corresponding date, month and year;
m. Nine (9) summary of bets recovered from bet collectors;
n. One (1) clip of different summary of bets;
o. One (1) clip of documents showing names, gross, net, cash and balance and names with corresponding amounts; and
p. One (1) piece of clipboard of documents appearing date, time and names with corresponding amount.
Criminal complaint for violation of P.D. 1602 as amended by R.A. 9287 (Illegal Numbers Game/Loteng/EZ2) will be referred for inquest proceedings before the Manila City Prosecutors Office against the arrested suspects to include alias Alvin Quiapo (Maintainer/Operator) who remains at large.

The Regional Special Operations Unit (RSOU), NCRPO under the leadership of PMGEN GUILLERMO LORENZO T ELEAZAR, Regional Director, NCRPO intensifies anti-criminality campaign that resulted to the arrest of a suspect against Robbery Extortion at about 3:00 AM of June 22, 2019 at A.C. Delgado St., Philippine Ports Authority, South Harbor Expanded Port Zone, Manila.
RSOU, NCRPO successfully nabbed DANILO BALTAZAR y SALAZAR, male, 47 years old, single, parking aid, with given address at South Harbor Expanded Port Zone, Manila.
Operation stemmed from the complaint of one Carol Carmen y Balangue who claimed that she was being extorted money by somebody since 2017. Investigation revealed that sometime in 2016, her Chinese National girlfriend @Jem, had intense jealousy on one of her friend @Cez. On the midst of the jealousy issue, Jem hired somebody to maul Cez. Jem contacted certain Neil Coleta to execute the mauling or look for somebody to do the same wherein she paid Two Hundred Fifty Thousand pesos (250,000.00Php).
Since then, she often received text message from various cellphone numbers asking for money in exchange for his silence in the alleged mauling incident. She further stated that she already provided an accumulated amount of 1.5 million Pesos from 2017 up to present which was given twice to Niel and the rest was received by different individuals in different areas.
Thereafter, complainant recently received another text message asking for two hundred fifty thousand pesos (250,000.00Php). Otherwise, the suspect will reveal the mauling incident.
An entrapment was then hatched by RSOU, NCRPO against the suspect with the agreed amount of money.
At about 3:00 A.M of June 22, 2019 a man identified as Baltazar, arrived in the area. Baltazar asked Carol if she has the money for ” Eric”. As soon as Baltazar checked the money and put in his left front pocket, authorities effected his arrest.
Criminal complaint for violation of Article 293 of the Revised Penal Code, Robbery (Extortion) was referred for inquest proceedings against the arrested suspect and same case will be filed against alyas certain alias “Eric” who remains at large.
“Wala pong sinasayang na panahon ang bawat unit ng ating kapulisan sa pagsugpo ng ibat ibang uri ng kriminalidad. Hindi po tayo titigil at mapapagod bagkus lalo tayong ginaganahan pagkat katuwang natin ang komunidad sa misyong ating ginagampanan. Makakasigurado po ang ating mga kababayan na ang kanilang sumbong ay may aksyon,” PMGEN ELEAZAR stated.

Joint elements of NCRPO Regional Drug Enforcement Unit, Makati City Police Station and Philippine Drug Enforcement Unit- NCR successfully conducted an anti-illegal drugs buy-bust operation on about 7:30 P.M. of June 21, 2019 at J. P. Rizal Street corner Zobel Street, Brgy., Singkamas, Makati City in front of Puregold resulting in the arrest of a drug suspect.
The operation was hatched through casing and surveillance against the suspect resulting into positive validation. Suspect was identified as Mark Lester Canlas y Alvarez @ “BOY ATAB/@ BOY TULAK”, 29 years old (October 21, 1989), single, jobless and presently residing at Brgy., Kasilawan, Makati City.
Upon apprehension, operatives yielded a more or less 30 grams of shabu with a total street value of Php 100,000; and one (1) unit Yamaha Mio i125.
The arrested suspect and recovered pieces of evidence were brought to RDEU office and will be subjected for technical examination before the PNP Crime Laboratory Office.
Criminal complaint for violation of Section 5 and 11 of RA 9165 (Comprehensive Dangerous Drugs Act of 2002) are being prepared for filling in court against Canlas.
The National Capital Region Police Office Chief, PMGEN GUILLERMO LORENZO ELEAZAR stated that authorities will be conducting follow-up operations to arrest the suppliers of illegal drugs. “We will continue our relentless efforts and operations against illegal drugs as we have committed to the President and our PNP Chief.”
Persistent intelligence build up ensuing to a buy bust operations by the joint operatives of the NCRPO Regional Drug Enforcement Unit and Regional Special Operations Unit in coordination with the Station’s Drug Enforcement Unit of Las Piñas City Police Station and Philippine Drug Enforcement Agency Regional Office-NCR led to the arrest of a drug suspect at about 5:30 PM of June 21, 2019 at Manila Doctors Village Road, Brgy. Almanza Uno, Las Piñas City.
The arrested suspect was identified as Elmer Lat y Lasotas, 42 years old, married, Bartender and presently residing at 26 Pil Homes, Cadena de Amor St., Pasay City.
The operation stemmed from the information reports from a confidential informant stating that suspect often introduces himself as a member of the DILG and uses his firearm to conceal his illegal drug activities.
The said suspect was caught in the act of selling one (1) plastic sachet of shabu in exchange with one (1) genuine 1000-peso bill marked money incorporated into eight pieces of 1000-peso bill boodle money to an undercover agent.
Accordingly, incidental to this lawful act was the confiscation of another seven (7) pieces small heat sealed transparent plastic sachet of shabu with a total of more or less ten (10) grams of shabu having a street value of Php68,000.00, assorted drug paraphernalia, a motorcycle, a handgun with inserted magazine loaded with live ammunitions, five (5) pieces of unsealed plastic sachets with suspected shabu residue, a black jacket with DILG Logo and a PNP Bullring with PSBRC Batch 2002 logo.
The arrested suspect and the seized pieces of evidence were brought to the PNP Crime Laboratory Office for drug test, ballistic and laboratory examination.
Subsequently, criminal complaints for violation of Section 5, 11 and 12, Article II of RA 9165, Violation of RA 10591 and Usurpation of Authority (Art 177 and 179 of RPC)are being prepared for filing in the proper court against Lat.
“The war on drugs has consistently gained ground against drug personalities, drug lords and even their coddlers. This another arrest certainly takes part to the amassed successful anti-drug operations of the National Capital Region Police Office,” the NCRPO Director, PMGEN GUILLERMO LORENZO ELEAZAR said in pursuit of the relentless operations against illegal drugs.
