Armed Person Arrested in Muntinlupa

Following the intensification of Patrol Operations in the Metro, NCRPO Chief, PMGEN VICENTE D DANAO JR lauds the successful arrest of suspects for attempted homicide and obstruction of justice at about 9:00 PM of April 11, 2021 in Sitio Daang Hari, AGAW, NBP Reservation Brgy. Poblacion, Muntinlupa City.

The suspects were identified to be the following persons;

  1. Arnel Montemor y Cerafin, 44 years old (July 25, 1978/Narciso Quezon Province), male, with live-in partner, construction worker, residing at Sitio Daang Hari, AGAW, NBP Reservation, Brgy. Poblacion, Muntinlupa City.
  2. Allen Montemor y Cerafin, 31 years old (December 15, 1989/Narciso Quezon Province), male, single, construction worker, residing at at Sitio Daang Hari, AGAW, NBP Reservation, Brgy. Poblacion, Muntinlupa City.

According to the initial report,  elements of the 1st MFC RMFB (1st Mobile Force Company, Regional Mobile Force Battalion) assigned at Phase 3 Southville 3, NHA Poblacion, Muntinlupa City received an information from realiable witnesses regarding one male person wandering around and  armed with improvised firearm (sumpak).

Immediately, they acted on the report and proceeded to the area where the suspect was spotted and verified to be indeed armed with improvised firearm.

Thereafter, the responding police officers approached the suspect but he ran and fled  inside his house causing a brief chase to ensue.

When the suspect was cornered, he pointed the improvised firearm to Pat Jenny Jun F Tamala, who managed to protect himself by holding the said improvised firearm away from his face before it was fired at him.

Consequently, the suspect was arrested.  However, while in the process, his brother Allen Montemor y Cerafin intervened prompting the police officers to also arrest him for obstruction of justice.

Subsequently, the arresting officer brought the suspects to the police station for proper documentation and filing of cases for attempted homicide and violation of RA 10591 against Arnel Montemor y Cerafin and Obstruction of Justice against suspect Allen Montemor y Cerafin.

“I commend the unwavering effort of the elements of the 1st MFC RMFB (1st Mobile Force Company, Regional Mobile Force Battalion) in immediately responding to the report against this person. Possession of dangerous weapons such as this improvised firearms poses a great threat and danger to the lives of the people in the community. Hence, I commend the immediate action of our men in addressing this issue before the peace and order in the community shatters.” Said PMGEN DANAO JR.###

 

NCRPO PRESENTED 30 PERSONALITIES WHO RECENTLY WITHDRAW ALLEGIANCE TO LEFTIST LABOR GROUPS

In the middle of the recent issues circulating about the leftist groups and their movements against the government, the National Capital Region Police Office, Chief, PMGEN VICENTE D DANAO JR led the presentation of thirty (30) personalities who recently withdraw their allegiance and support from underground movement engineered by leftist labor groups and unions together with BGEN MARCELIANO V TEOFILO, Commander, JTF- NCR.The presentation was held at the Hinirang Hall, Camp Bagong Diwa, Bicutan, Taguig City on January 26, 2021 wherein minimum health protocol was observed like physical distancing and wearing of face mask and face shield.During the said activity one of the surrenderer confessed that they have been instigated to join labor rallies outside the company, seminars and meetings which does not only speak about their concerns as employees but more about government’s incompetence and negligence in addressing their concern.Among the highlights of the events was the Oath of Allegiance that was led by PCOL LAMBERT A SUERTE, Force Commander, RMFB – NCRPO in which they swore to revert their loyalty back to the government. Alongside the oath, they also signed a document to further strengthen their promise and commitment of withdrawing themselves from the leftist groups. A Ceremonial Turnover of Firearms was also witnessed during the said presentation apart from the lighting of candle which symbolizes trodding the right path for the surrenderers to return into the folds of the government followed by the releasing of white dove where the dove is depicted as a symbol of peace , unity and new beginning for our surrenderers. Likewise the surrenderers were given financial assistance and food packs.During his speech PMGEN DANAO was grateful to welcome with full honor and privilege the 30 personalities back to the one and only legal government who genuinely desires to serve and protect. “Please let us put a total stop. Ihinto natin itong panlilinlang na ito. Tama na, sobra na. Ang kailangan natin ay totoong kapayapaan sa bayan. Totoong katahimikan para sa bayan. Hanggang kailan magiging ganito? “LIGTAS PASKUHAN 2020” ON ITS FINAL JOINT COORDINATING MEETING

“Let us live with the virus and do not allow covid 19 to hinder our responsibilites of keeping Metro Manila safe and secured” – PBGEN VICENTE D DANAO in his closing remarks during the Final Joint Coordination Meeting regarding the Deployment Plan for “Ligtas Paskuhan” 2020 with Joint Task Force Covid Shield was conducted on December 11, 2020 at the Hinirang Multi-Purpose Hall, Camp Bagong Diwa, Bicutan, Taguig City.

PBGEN ANTONIO C YARRA, DRDO presided the activity which was focused mainly in plotting strategies on how to successfully ensure peace and order in celebration of the holiday season in Metro Manila while at the same time observing all the necessary measures and protocols to curb the number of those infected by the current Covid-19 health crisis.

As a result, a swift inter-agency coordination, focused concerted efforts, cooperation, collaboration, communication and efficient management of resources were finalized and set.

PBGEN DANAO also emphasized the importance of reassuring that policemen are deployed outside and, therefore, intensified inspection of man power should be conducted.

“Let us maximize our presence in the field to prevent crime and terrorism. Let us continue to collaborate and open our communition for better coordination,” he added.

CTG-NATIONAL MOST WANTED PERSON WITH MURDER CASE NABBED BY NCRPO OPERATIVES

A member of Communist Terrorist Group- National Most Wanted Person was successfully apprehended by the the joint personnel of Anti-Terrorism Task Group (ATTG) Regional Intelligence Division (RID); Regional Special Operations Group (RSOG) NCRPO; Regional Mobile Force Battalion (RMFB) of NCRPO; and District Intelligence Unit (DID), Eastern Police District at about 1:38 PM of October 22, 2020 at No. 4226 along Mars St, Sitio Pinalad, Centennial 2, Brgy. Pinagbuhatan, Pasig City.

PMGEN DEBOLD M SINAS identified the accused as ESTEBAN SERGIO SALES aka “Waldo”, 59 years old, married, construction worker, member of Communist Terrorist Group (CTG), EXECOM, Kilusang Larangang Guerilla (KLG 73), Bicol Region Party Committee (BRPC), member of KOMITE SEKSIYON SA PLATON (KSPN 1), KOMITE ON SECTION SA ISKWAD (KSSI 1), and a native of Brgy. San Roque, Sagñay, Camarines Sur.

The operation stemmed through surveillance and lateral coordination that resulted in the positive identification of Sales. He is a National MWP with Reward covered by DND-DILG Joint Orders on Reward amounting to PhP 700,000.00.

Probe reveals that joint personnel of RMFB Special Weapons and Tactics (SWAT) Rapid Deployment Company – RDC1 and RDC2, RID NCRPO, together with DID, EPD served the warrant of arrest for the crime of Murder with criminal case no. 3530 issued by Presiding Judge LORE R. VALENCIA-BAGALACSA, RTC Br. 57, Libmanan, Camarines Sur issued on July 19, 2002 and malicious mischief with criminal case no. L-818 issued on January 09, 1995.

As a backgrounder, on September 3, 2000 at about 9: 00 AM at Sitio Intramuruz, Barangay Panaytayan, Municipality of Ragay, Camarines Sur, with deliberate intent to kill, with treachery, evident premeditation, taking advantage of superior strength willfully and feloniously assaulted, attacked and shot several times the victim identified as German Berunga a rebel returnee and a member of the Citizen Active Auxiliary (CAA) thereby causing the death of the said victim.

Accused is now temporarily detained at RSOG Custodial Facility pending return of the warrant of arrest to the issuing court.

PMGEN SINAS lauds the NCRPO operatives for the successful service of the warrant reflecting their dedication to arrest those who are threat to the safety and security of our region.

“We are doubling our efforts and strategies to arrest these communist terrorists hiding in Metro Manila to cease their plans to upstage terror activities in order to maintain peace and order in Metropolis,” said PMGEN SINAS.

4 Persons Under Police Custody, Tested Positive For Covid 19

The National Capital Region Police Office confirmed that Sta. Ana Police Station has four (4) Persons under Police Custody who were tested positive from CoViD19.

PMGEN DEBOLD M SINAS stated the following details of the four PUPCs:

a) male 26 years old, arrested for violation of RA 9165 on February 1, 2020 from Sta. Ana Manila;

b) male, 43 years old, arrested for violation of RA 9165 February 15, 2020 from Sta. Ana, Manila;

c) male, 37  years old, arrested for violation of RA 9165 January 10, 2020 from Sta. Ana, Manila ; and

d) male, 19 years old, arrested for violation of RA 7610 on January 25, 2020 from San Andres, Bukid, Manila.

Investigaton disclosed that on April 27, 2020 Quick Response Team (QRT) conducted rapid testing of Person Under Police Custody (PUPCs) of Sta. Ana, Manila wherein eight among them tested positive.

On April 29, 2020, at about 10:00 AM to 11:00, the Nasopharyngeal Swabbing to the eight (8) Persons Under Police Custody (PUPCs) and two (2) PS-6 Custodial Jail Officers was conducted.

It was on May 3, 2020 at about 8:30 AM when the result of nasopharyngeal swabbing was released and yielded four (4) PUPCs confirmed positive for COVID-19.

Thereafter, positive patients were immediately brought to Delpan Sports Complex, Tondo Manila to be isolated and monitored by the Manila City Health Office.

Meanwhile, four (4) other PUPCs who tested negative were placed at the Isolation Area of Sta Ana Police Station.

PMGEN SINAS assured that NCRPO will continue to implement necessary precautionary measures for all inmates in Metro Manila detention cells to prevent further spread of the virus.

“We guarantee that the positive patients will be given appropriate assistance, treatment and care for their recovery. For the families of our PUPCs, please remain calm. You may communicate with them and check them through “online dalaw ” programs initiated by the different police stations,” PMGEN SINAS said.

Safe and Peaceful Christmas in the Metro

Metro Manila had a safe and peaceful celebration of Christmas eve with no untoward incident recorded.

True to its promise to secure the Metro from all forms of lawlessness in the celebration of Christmas eve, NCRPO through its Acting Regional Director, PBGEN DEBOLD M SINAS spent this supposed to be a family celebration in the streets and police camps away from their families to ensure public safety and security as the country feast over the birth of our savior – Jesus Christ.

This accomplishment is attributed to the intensified preparations done by NCRPO long before the most awaited event which it was able to strictly implement and execute on Christmas eve.

“It took more than serious preparations” said NCRPO Acting Chief in description of the tactical and strategic deployment of personnel, ceaseless shock and awe operations by EOD, continous conduct of oplan sita, check points, oplan galugad and other police operations geared against the proliferation of all forms of criminality in the Metro.

“We give back the success of this endeavor to the people of Metro Manila for their continuing support to NCRPO and the Philippine National Police. In addition to this, I would like to recognize the effort of our comrades and the sacrifices of their families and loved ones who, for love of country, once again celebrated Christmas eve away from their presence.
