The Chief of the National Capital Region Police Office, PMGEN DEBOLD M SINAS knows the importance of financial stability as the lifeline of any organization, thus, through the Regional Comptrollership Division, finances in NCRPO is managed smartly and organizely.

The RCD maximizes all its means to ensure that financial matters and issues are being handled properly particularly the Maintenance and Other Operating Expenses (MOOE) of each unit in NCRPO.

To properly use the Monthly Allocations of every police district, RCD-NCRPO thru the Regional Finance Office 16 (RFSO16) conducted several seminars and workshops for Calendar Year 2020 such as Financial Management and MOOE Allocation Workshops and Information Drive for the Finance Officers. During the workshops, financial transparency is being emphasized as well as the proper disbursements of it.

From the original 50 Landbank of the Phils (LBP) accounts composing the 5 Districts and its Police Stations,  an additional 235 were opened. The new scheme effected on September 2020, wherein the MOOE are now directly credited to the Police Community Precincts and Sub-Stations. Likewise, weekly inspection and audit are being conducted NCRPO-wide.

“We mentor, train and equip our personnel in order to assure transparent, organized and proper utilization of funds. And with the new scheme, I am more than happy to see the realization of programs and projects of districts and stations to better serve our community,” said PMGEN SINAS.


As the National Capital Region Police Office strengthens police presence within the streets of Metro Manila, a noticeable decrease in criminality was recorded by the Tactical Motorcycle Riding Unit from October 20-26, 2020.

TMRU are deployed strategically at crime prone areas to aggressively sustain police operations; arrest motorcycle-riding criminals and implement heightened security measures.

As a result thereof, the 8 Focused crimes were decreased with a total of 37 incidents or 24.84%, from 157 to 118 from the period wherein the TMRU were intensified compared as before.

Similarly, on comparative statistics on Motorcycle Riding Suspect (MRS) incidents, a total of 25% decrease was also recorded from October 20-26, 2020 compared to October 13-19, 2020.

“The 24/7 reinvigorated deployment of 865 TMRU personnel significantly showed impact in the crime prevention and anti-criminality of our region. The strategized police intervention being conducted in Metropolis will continue to effectively maintain the peace and order in the Metro,” said PMGEN DEBOLD M SINAS.


The National Capital Region Police Office Chief PMGEN DEBOLD M SINAS personally ensured operational preparedness and readiness in terms of security and safety preparation for the upcoming Undas 2020.

Recently, he inspected NCRPO personnel deployed in Loyola Cemetery to check their capability not just in terms of equipment but also their morale and welfare considering the current health crisis.

Moreover, RD SINAS checked the status of Marikina River considering the high risk of flooding and the ability of the police front line force in case of flood.

Presently, NCRPO mans a total of 113 cemeteries within its area of responsibility with 777 personnel deployed. 29 of these cemeteries is located in Northern Police District manned by a total of 245 police officers; Eastern Police District with 19 cemeteries and 212 personnel deployed; MPD with 5 cemeteries and 27 personnel deployed; Southern Police District with 33 cemeteries and 179 personnel deployed; and Quezon City Police District with 27 cemeteries and 114 personnel deployed.

The identification of cemeteries and strategic deployment of troops to secure its vicinity and perimeter against all forms of lawlessness was endeavored by PMGEN SINAS to ensure a safe and peaceful celebration of UNDAS 2020.

“I am elated to see that our units deployed to secure the cemeteries in the Metro are prepared not just in terms of equipment but also physically and psychologically. Above all else, I want to ensure that the morale of our personnel is high considering the increased challenges brought by this pandemic in the implementation of our safety and security measures,” said PMGEN SINAS.


The Regional Director, PMGEN DEBOLD M SINAS lauded the successful conduct of the C.A.R.E infodemic drive in Metro Manila from September 22 to October 24, 2020.

Rolling in its 5th week, the program designed to instill DOH protocols and other necessary information on Covid-19 already recorded the conduct of over 340 activities in 261 different barangays within Metro Manila reaching a total of 11,003 participants with health kits, 10,322 among them are beneficiaries of food packs.

This Coronavirus Awareness Response and Empowerment (CARE) Infodemic Drive is composed of a series of socio-civic activities which aims to attain maximum information dissemination in the fight against Corona Virus 19 through conveyance of its origin, symptoms, complications, mode of transmission, prevention and help dispel misinformation.

Hence, PMGEN SINAS saw the inevitable need to address this concern by reaching out to the community and ensuring that they get the most reliable, timely and accurate information they need to face the current global health crisis.

The National Capital Region Police Office Chief PMGEN DEBOLD M SINAS personally awarded the winners of NCRPO Clash of the Ranks Shootfest last October 19, 2020.

The shootfest is geared to simultaneously conduct PNP Standard Handgun Marksmanship Training among NCRPO personnel in line with the 9-point agenda of the Chief PNP, PGEN CAMILO PANCRATIUS P CASCOLAN embodied in the PNP sustainable development plan.

This training competition aims to develop, boost and sustain the level of confidence and proficiency of police officers in the use of their issued short firearms.

Upon the conclusion of the competition, awards were granted upon the winners during the Flag Raising Ceremony of NCRPO together with the guest of honor and speaker, the Director of the PNP Training Service – PBGEN BERNARD M BANAC.

Among the awards distributed include Certificate of Excellence awarded to the winners PCPT MARLON U BANANIA for ranking Top1, PCpl Lee Cenizal Omo for ranking Top2 and PMSg Wilfredo G Pontanal for ranking Top3 in the individual male category.

In the individual female category, Certificate of Excellence were awarded to PCpl Roxanne Laroya Madriaga for ranking Top 1, PEMS Jeney Lee Minaling Salubo for ranking Top 2 and PSMS Luzette A Quinones for ranking Top3.

Among the 2,163 police officers who participated, a total of 968 shooters were classified; 741 of them were classified as “Marksmen”, 180 were classified as “Sharpshooters”, 46 were “Experts” and 1 was found to be a “Master” in handling short fire arms.

However, there were 1,195 who failed to pass the qualifications required to belong to a shooter classification for failure to attain the necessary score. They will undergo a seminar on gun proficiency and handling of short firearms and will re-take the classification shootfest. Moreover, they were given 100 ammunition each for them to practice further and ultimately develop confidence in the use of their weapon.

“I congratulate the winners of this Clash of the Ranks Shootfest which we have conducted to boost the confidence and proficiency of police officers in the use of their issued short firearms. Moreover, I enjoin the winners of the worst individual and team shooter category together with those who failed to meet the required score to be classified as a shooter to take this as a challenge to aim for improvement for the betterment of your capability in handling your issued weapon,” said PMGEN SINAS.


In relation to the continuous education and training of personnel of the National Capital Region Police Office (NCRPO), PMGEN DEBOLD M SINAS, Regional Director, commends the Regional Intelligence Division (RID) for the conduct of Comprehensive Dangerous Drugs Act of 2002 (RA 9165) Seminar recently held on October 14, 2020 at the NCRPO Hinirang Multi-Purpose Hall, Camp Bagong Diwa, Bicutan, Taguig City.

The seminar is an initiative of PMGEN SINAS in support to the directive of PRES. RODRIGO ROA DUTERTE with regard to the implementation of intensified campaign against illegal drugs. The seminar aimed to enhance the knowledge of operatives and investigators on the proper procedures in dealing with legal matters on anti-illegal drugs operations as well as to address issues and concerns about the prosecution related to drug cases.

The seminar was attended by 175 participants composed of Chiefs of Police from the Northern Police District together with personnel from District Drug Enforcement Units and Station Drug Enforcement Units of NPD and Eastern Police District.

Likewise, invited guest lecturers who shared their expertise were from the Philippine Drug Enforcement Agency- National Capital Region (PDEA-NCR), Regional Legal Office (RLO) and Regional Crime Laboratory Office- National Capital Region (RCLO-NCR).

PMGEN SINAS said that the seminar was geared towards the capability enhancement of Team NCRPO in eradicating illegal drugs in the region. NCRPO remains steadfast in its intensified campaign against illegal drugs and crime prevention in the metropolis.

Moreover, PMGEN SINAS commended the operatives of the Drug Enforcement Units for their enthusiasm in the continuous accomplishments especially despite the Community Quarantine brought by the pandemic. Among the noteworthy accomplishments are the seizure of PHP136 million worth of Shabu in Pasig in August 19, 2020; PHP61.2 million worth of shabu seized in an apartment in Taguig City on May 4, 2020, and PHP 6.8 million worth of shabu busted in Makati City on May 6, 2020.

In the continuous intensified wage against illegal drugs, record shows that from January 1, 2020 to present, NCRPO has conducted eight thousand three hundred twenty three (8,323) operations that resulted in the arrest of fourteen thousand eight hundred eighty seven (14, 887) drug personalities and confiscation of PHP1,766,716, 183.76 worth of Illegal Drugs.

Further, PMGEN SINAS disclosed that NCRPO now has four Narcotic Detector Dogs as part of the frontline team to boost its intensified campaign against the proliferation of illegal drugs in the Metro.

“Team NCRPO is determined to sustain the fight against illegal drugs and committed to put the pushers behind bar, rehabilitate the users and lead our youth to become responsible individuals with a safer environment,” PMGEN SINAS added.


Bridging the nutritional gap suffered by almost a third of the Philippine household on account of the high number of Filipino families experiencing hunger and poverty due to the current health crisis, the National Capital Region Police Office Chief, PMGEN DEBOLD M SINAS launched another initiative called “Kalusugan Mo, Pangangalagaan Ko”.

The project aims to provide nutritious meals-on-wheels to serve undernourished school children through supplemental feeding program.

With the government stretching its limited resources to address the challenges brought about by the Covid-19 pandemic, PMGEN SINAS acknowledges the need for this initiative to help in the government’s endeavor to better provide school children in the Metro with healthy food and balanced diet.

One of the proven science-driven solution to help fill-in the nutritional gap and combat malnutrition among undernourished school children is providing them with vitamins and iron-fortified foods.

Hence, the Metro Top Cop spearheaded the launching of this project together with the personnel of RCLO-NCR Ad Hoc and its five District Crime Laboratory Offices, on October 16, 2020 wherein they rolled out a house-to-house distribution of nutritious hot meals to school children in Brgy. 1, Caloocan City and in Brgy. Bagong Ilog, Pasig City, respectively.

Moreover, on October 18, 2020, the Manila Police District Crime Laboratory personnel together with the personnel of PCR, Station 7, Sub-Station and other Officers from the barangay conducted supplemental feeding program dubbed as “NCRPO’s Nutritious Meals on Wheels” relative to the program “KALUSUGAN MO PANGANGALAGAAN KO” wherein they distributed medicines and vitamins to fifty (50) residents of barangy 54 from 9:30 AM onwards.

The meals distributed during the feeding program includes freshly-cooked fortified rice porridge, nutri-pasta, nutri-oats chocolate, brown rice nutty fruity bar and freshly-prepared chocolate milk drink.

“Children suffering from malnutrition are at high risk of contracting diseases and in this time of a global health crisis, it is our common obligation to ensure that we provide these children with the nutrition they need to minimize their chances of getting infected by this deadly disease and to support their growth. Our Children is our future – We nourish our children, we nourish our future,” said PMGEN SINAS.


In order to sustain the physical well-being of all personnel and keep them mentally and physically fit in the midst of the health pandemic, the 4-minute simple workout program of the National Capital Region Police Office is actively being implemented inside the camp, stations and sub-stations.

The Daily Workout requires every personnel to stand up, stop everything they do and do some stretching or jumping jacks whenever they hear music. The music is set every 10:00am and 3:00pm daily to aid one’s blood circulation and reduction of hypertension. It was first launched on February 17, 2020 prior to the pronouncement of the Enhanced Community Quarantine.

The said program is one among the several initiatives of NCRPO that guarantees the health and safety of NCRPO’s frontline force in the battle against the Covid 19 virus and other emergency health situations.

“We are glad that the 4 minute workout helps in strengthening our personnel’s body alongside their own personal workout activities. Healthy and capable police officers are our best asset in maintaining peace and order in the community while also fighting the unseen enemy,” PMGEN SINAS said.


Relative to the move of NCRPO under the helm of PMGEN DEBOLD M SINAS to design a program that will instill DOH protocols and other necessary information to the community, the Coronavirus Awareness Response and Empowerment (CARE) Infodemic Drive is now on its third week and rolling in the five districts of Metro Manila. CARE is a series of socio-civic activities which aim to attain maximum information dissemination.

Coronavirus Awareness Response and Empowerment (CARE) Infodemic Drive which kicked off on September 22, 2020, was envisioned to help in the fight against Corona Virus 19 through conveyance of its origin, symptoms, complications, mode of transmission, prevention and help dispel misinformation about COVID-19.

Among the topics discussed are COVID-19 and its origin, updates on the number of COVID-19 cases in NCR, and preventive measures based from the guidelines provided by Department of Health, Department of Interior and Local Government and Inter-Agency Task Force.

In order to ensure the effectivity and readiness for the infodemic, NCRPO leadership provided the equipments necessary for the activities. There were 7 units each of lenovo laptop, epson projector, digital wireless microphone, lapel, and laser presenter purchased by the NCRPO and turned over to the units and districts. During the seminar, the community was engaged in a presentation of lecture based on information from Regional Health Service as well as national and global reputable health organizations. Attendees, after every infodemic drive, received NCRPO “Health Pack”, includes 2 pcs face shields, 2 pcs face Masks, beauche beauty soap, dishwashing liquid, fabric softener, and detergent powder. There were also food packs and safety tips flyers distributed for all.

From September 22-26 , 2020 and September 29-October 3, 2020 a total of 133 activities all over the region was conducted, 91 barangays were visited and there are 4,326 participants who already benefit from the said program. The Regional Community Affairs Division had a total of 622 participants for the seminar; RMFB had 589 participants; there are 694 people who attended from NPD; EPD had 555 constituents who joined the project; MPD had 540; while SPD had 776 participants and QCPD reached a total of 550 participants. Most of them were grandmothers, mothers, female head of household, and eldest daughter because they are the most responsible of their household, especially in ensuring the welfare and safety of their family members against COVID-19.

To personally oversee the conduct of the program, PMGEN SINAS visited the Multipurpose Hall of Barangay Concepcion Dos, Marikina City on October 10, 2020 at around 1:30 PM. He sat as an observer during the conduct of Infodemic Drive being conducted by the Speakers Bureau of DCADD-EPD, and the SCADU of Marikina City Police Station. In this event, 35 housewives from Brgy Concepcion Dos have actively participated in the program.

In order to promote the value of exercise and physical stamina among the participants which is essential to fight the virus, Coach Jim Saret and Coach Toni Saret introduced doable exercises on the said event. The Regional Director himself has actively taken the lead in performing the exercises.

“The efforts we put in this CARE Infodemic Drive is very significant especially that thousands of people are being reached and have heard the consequential information to curb the spread and prevent the contraction of the virus. We will continue this initiative until we reach thousands more residents of Metro Manila. We appreciate the time shared with us by the participants which only proves that they are eager to learn and protect their families,” said PMGEN SINAS.


The National Capital Region Police Office welcomed the Muslim Consultative Council who paid a Courtesy Call to PMGEN DEBOLD M SINAS at the NCRPO Conference Room, Camp Bagong Diwa, Bicutan, Taguig City on September 28, 2020.

The Courtesy Call conducted coincided with a dialogue which aims to unite the NCRPO and Muslim communities as one force condemning acts of violence towards the promotion of peace and unity in the communities.

During the call, NCRPO and MCC were able to discuss issues concerning peace and order and other matters of mutual concern. Thereafter, MCC pledged to be an active partner of the PNP in its pro-active efforts against criminality, illegal drugs, terrorism, and other illegal activities in their community.

The activity was attended by members of MCC headed by Jadjurie H. Arasa, as the Chairman, Aleem Naguib Taher, Vice Chairman, MCC, Mr. Bensaudie T. Lumenda, Chairman of the Moro National Liberation Front (MNLF) and Junior Officer for Peace and Development, Inc. (MJOPDI), and other officers and members of the said organization.

On the other hand, PBGEN EMMANUEL B PERALTA, District Director of Southern Police District, PCOL ROMMEL A CABAGNOT, Acting Chief Regional Staff and other NCRPO Key Officers were also present during the courtesy call.

“We urge our brothers and sisters to continuously cooperate with the PNP to escalate esprit de corps and good rapport between both parties. We shall work hand in hand in maintaining peace and order in Metropolis,” said PMGEN SINAS.
