ARREST OF TOP 1 MOST WANTED PERSON OF MAKATI CITY

As a result thereof, the Top 1 Most Wanted Person for 4th Quarter 2020 Station Level was arrested by the Makati City Police Station on November 23, 2020 at about 3:45 PM at Moonwalk Annex, Talon Uno, Las Pinas City.

The suspect was positively identified as FATIMA NACARIO y ORTIZ, female, single, Filipino, Jobless, 29 y/o, residing at No. 151 J 18 ave. Brgy., East Rembo Makati City.

The operation stemmed from the report of an informant to the authorities regarding the whereabouts of the accused.

“Our informant can assure confidentiality of his/her identity, therefore our community has nothing to worry when it comes to their safety in reporting similar accused persons,” PBGEN DANAO guaranteed.

Thereafter, operatives of Warrant and Subpoena Unit and elements of elements of Station Intelligence Section successfully served a warrant of arrest to NACARIO issued by Hon. Judge HONORIO E GUANLAO Jr. of RTC Branch 57 docketed under Criminal Case No.10-1856 for the crime of MURDER with No Bail recommended.

The accused was informed of the nature and cause of her arrest and was apprised of his constitutional rights in a language known and understood by her. She will be temporarily detained in the Station’s detention facility to undergo booking procedure for the return of the warrant of arrest to the court of origin and issuance of commitment order.

METRO MANILA’S TOP 1 MOST WANTED PERSON ARRESTED WHILE HIDING IN AKLAN

The Regional Director of the National Capital Region Police Office, PMGEN DEBOLD M SINAS acknowledges the invigorated manhunt operations of Anti-Terrorism Task Group (ATTG) Regional Intelligence Division (RID)-Regional Special Operations Group (RSOG), NCRPO; 6th Mobile Force Company, Regional Mobile Force Battalion-NCRPO; Ermita Police Station (PS5), Manila Police District in coordination with Regional Intelligence Unit 6; Regional Intelligence Unit NCR and New Washington Municipal Police Station which led to the arrest of the 4th Quarter Regional Top 1 Most Wanted Person on November 03, 2020 at about 7:00 pm in Brgy. Jalas, New Washington, Aklan.

The accused was identified as JIMWELL ABARRA , 21 years old, single, a part time caretaker of fishpond and resident of Brgy. 998, Sitio Puso, Sta Ana Manila, NCR.

The operation stemmed through surveillance, Collaboration and lateral coordination that resulted in the positive identification of the suspect.

Thereafter,  personnel of Regional Intelligence Division (RID), RSOG-National Capital Region Police Office (NCRPO), 6th MFC RMFB, NCRPO, PS5 MPD, together with Regional Intelligence Unit 6, Regional Intelligence Unit NCR and New Washington Municipal Police Station arrested the said suspect.

He was arrested by virtue of Warrant of Arrest for the crime of Murder, docketed under criminal case number R-MNL-20-00120-CR issued on February 12, 2020 of Regional Trial Court (RTC). National Judicial Region, Branch 12, Manila NCR by Judge RENATO Z ENCISO with no bail recommended.

The accused was apprised of his constitutional rights and right to Medico Legal Examination and will be turned over to Regional Trial Court (RTC) Branch 12 for proper disposition.

As of now, this is NCRPO’s third arrest for the Regional Top 1 Most Wanted Person this 2020. Recently, the 2nd quarter Regional Top 1 Most Wanted Person of Metro Manila, Prelan Grama was nabbed in Leyte while another Top 1 Most Wanted Person for 3rd quarter, Francisco Torion was apprehended in Butuan City.

“With the NCRPO’s Coplan Pagtugis, tracker teams were created to monitor and conduct surveillance against most wanted persons all over the country. That is the very reason why we are able to apprehend accused persons wherever they hide. The three consecutive arrests of Top1 Most Wanted Persons of our region reflects the effectiveness of our plotted strategies and dedication of our operatives,” PMGEN SINAS underscored.

TOP 1 MOST WANTED DRUG PERSONALITY, NABBED IN CALOOCAN

PMGEN DEBOLD M SINAS lauded the successful anti-illegal drug operations plotted by the Northern Police District-District Drug Enforcement Unit plotted against  NPD’s Top 1 Drug Personality resulting in his arrest on November 3, 2020 in front of a bank in Monumento Circle, EDSA, Brgy 86, Caloocan City.

Initial report disclosed that the operation resulted from follow up investigation relative to a previous Buy-bust operation against one Alvin Ko, NPD’s No. 2 Drug Personality operating within CAMANAVA area.

Consequently, a series of reports were received relative to the whereabouts of the suspect named under alias “Uteng” who is allegedly responsible for the rampant selling of illegal drugs in the area.

Following numerous complaints regarding the rampant selling of Shabu, it was affirmed that alias ‘Uteng’ continues with his illegal drug trade. Hence, continuous intelligence operation, surveillance and monitoring were undertaken against the suspect.

Thereafter, through Intelligence driven operation, operatives of DDEU and DSOU-NPD, conducted a planned buy-bust operation in line with the implementation of the Simultaneous Enhanced Managing Police Operation (SEMPO) and arrested the suspects who were later identified to be the following persons thus:

1. Richie Nevado y Martin alias “Uteng” (Watchlisted/Surrenderee), No.1 in the NPD’s Top 10 Drug Personalities, 29 y/o, residing at Brgy. 63, Caloocan City (Previously arrested last 2012 for the crime of Rape and released after posting bail); and

2. Felizardo Pagia y Cayabyab (Watchlisted/Surrenderee), 33 y/o, residing at Brgy. 118, Calocan City (Previously arrested last Nov 5, 2017 for violation of R.A. 10195 and released last January 2, 2020 thru Parole).

Recovered from them were the following pieces of evidence to wit;

a. Two (2) pcs. medium sized heat sealed transparent plastic sachet containing suspected Shabu;

b. One (1) pc. knot tied transparent plastic sachet containing suspected Shabu;

c. One (1) pc. genuine P1,000.00 bill with dusting powder incorporated with five (5) pcs. boodle money,

d. One (1) unit Cellular phone Oppo A3s color black;

e. One (1) pc. sling bag color black; and

f. One (1) unit motorcycle motorstar color black without plate number.

The recovered suspected shabu has an estimated total weight of more or less 55 grams with a Standard Drug Price of around P374, 000.00.

The seized items were duly inventoried in the place of arrest before the suspect and the mandatory witnesses Mr. Rolando Peña of DZRH/NPD Press Corps ad Media Representative and Brgy. Kgwad Bernadeta Rapada of Brgy. 86 Zone 8, District ll, Caloocan City.

The recovered pieces of drug evidence were brought to NPD Crime Laboratory for  examination while the arrested suspects were brought to DDEU office for proper filing of appropriate charges for violation of Sec. 5 and Sec. 11, Art. II of RA 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002.

TOP 10 MOST WANTED PERSON OF MUNTILUPA CITY POLICE STATION ARRESTED

In line with the beefed up monitoring and campaign against Most Wanted Persons in the Metro, National Capital Region Police Office Chief, PMGEN DEBOLD M SINAS lauds the operating units of F2 (Intel) –Regional Mobile Force Battalion, NCRPO, 4th Mobile Force Battalion (MFC) RMFB NCRPO, Regional Special Operating Group (RSOG)-NCRPO and Muntinlupa City Police Station for the arrest of Top 10 Most Wanted Person of Muntinlupa.

Investigation disclosed that a confidential informant disclosed the whereabouts of the suspect that led to a week-long surveillance. Upon confirmation on the veracity of the report, operating units proceeded to the area and immediately served and effected the Warrant of Arrest against the accused on November 3, 2020 at about 6:45PM along South Service Rd., Muntinlupa City.

The accused was identified as Neil Jea Mansiloc y Lapinid also known as “Neil”, 26 years old and a resident of Muntinlupa City. He was arrested by virtue of the Warrant of Arrest Issued on July 18, 2018 by Hon. Philip Aguinaldo, Presiding Judge, Muntinlupa City Regional Trial Court Branch 207 for the crime of Robbery with Criminal Case No. 20-953 and with PHP 1800.000.00 bail recommended for his temporary liberty.

During the arrest, the accused was informed of his Constitutional Rights and is currently under the custody of Regional Special Operating Group (RSOG)-NCRPO for documentation and proper disposition.

NCRPO’S TOP 3 MOST WANTED PERSON NABBED IN BATANGAS

The National Capital Region Police Office, Chief, PMGEN DEBOLD M SINAS applauds the joint operation of Regional Mobile Force Battalion, NCRPO, 2nd Mobile Force Company RMFB – NCRPO, RSOG – NCRPO, RSOU 4A, Regional Intelligence Division 4A, Intelligence Section Batangas PPO and Balayan Municipal Police Station for the successful service of warrant of arrest of Top 3 Most Wanted Person of NCRPO for the crime of murder along Brgy Duhatan, Balayan Batangas at around 2:30 PM of November 2, 2020.

Initial investigation disclosed that the arrested accused was identified as REY MADRID y FERNAN alias “Marcelo” Male, Farmer, Married, 26 years old, presently residing at Brgy Duhatan Balayan, Batangas.

The arrest was plotted after the apprehension of MARCELO’s subject fellow MWP who was identified as Gregorio Aldovino last October 27, 2020. The operatives conducted follow-up operation and operational research and after a long week of surveillance, operatives were able to confirm the whereabouts of the suspect and successfully served the warrant of arrest.

Moreover, case report showed that on September 10, 2017 at Quezon City, Manila, Rey Madrid was the prime accused in the killing of Evelyn Leona that accordingly rooted from a long-time dispute between the accused and the victim. Thus, accused facilitated the planning and execution of the gruesome killing of the victim.

After which, the accused went into three (3) years of hiding in Balayan Batangas and worked as a Sugar Cane Farmer living with his wife and child.

The above-mentioned accused has a pending warrant of arrest for the crime of Murder issued by Hon. Madonna Concordia (Acting Presiding Judge) of Quezon City RTC Branch 81 with Criminal Case No. 18-05380 and with NO BAIL recommended.

The arrested accused was apprised of his constitutional rights and now under detained at RSOG Detention Facility for proper documentation and proper disposition before returning to the court of origin.

600K WORTH OF SUSPECTED SHABU BUSTED, THREE (3) DRUG SUSPECTS ARRESTED

National Capital Region Police Office under the helm of Regional Director PMGEN DEBOLD M SINAS commends the personnel of Station Drug Enforcement Unit of PS – 10 Kamuning and PS – 11 Galas, Quezon City Police District in coordination with PDEA NCR for a successful buy-bust operation which resulted in the apprehension of three (3) male drug personalities at a supermarket parking lot located along E Rodriguez Sr. Ave near corner G. Araneta Ave., Brgy. Doña Emelda, Quezon City at around 6:45 PM of October 28, 2020.

The operation stemmed after a regular confidential informant appeared personally in Kamuning Police Station and reported about the illegal drug activities of a certain “RIC” particularly selling shabu within the area of Brgy. Dona Imelda, Quezon City. Immediate coordination with PDEA NCR was done in order to determine the veracity of the report. Likewise, upon validation, the operatives found out that “RIC” is under drugs watch list which prompted the operatives to arrange a buy-bust operation.

Subsequently, on the same date the SDEU operatives were dispatched to the location of the suspect. One of the operatives acted as a poseur buyer and was able to meet “RIC” along with his two (2) other cohorts. “RIC” handed one (1) color brown envelope with one (1) piece of large size transparent plastic zip lock containing undetermined amount of white crystalline substance in exchange of PHP 30,000.00.

After the transaction was established, the operatives pushed-through with the pre-arranged buy-bust operation which resulted in the arrest of “RIC” along with his other two (2) cohorts.

Initial investigation disclosed that the arrested suspects were identified as:

a) JENRIC DE LEON y ROXAS, 26 years old, single, native of Pasig and residing in Brgy. Hagdan Bato Itaas, Mandaluyong City.
b) JAY CARY CAGAMPANG y NAVIDA, 36 years old, single, Driver, native of Manila and resident of Brgy. Pinagbuhatan, Pasig City.
c) PAULO MULLEDA y Alojado, 29 years old, single, jobless native of Manila and residing in Batanes Felipa St., Quezon City.

Seized from suspects’ possession are the following pieces of evidence:

a) One (1) piece of large size ziplock transparent plastic sachet containing undetermined amount of suspected shabu;
b) Buy-bust money amounting to Php120,000.00 (One (1) piece genuine One Thousand Peso Bill incorporated with One hundred Twenty Nine (129) pieces of One Thousand Peso bill as boodle money;
c) One (1) piece of medium size brown paper bag;
d) Four (4) pieces of cellphone; and
e) One (1) Toyota Grandia color black bearing plate number UDQ-531.

The items were duly marked and inventoried in the presence of Brgy. Kagawad Wilfred Lee of Brgy. Dona Imelda, Quezon City and Media Representative Alex Mendoza of QCPD Press Corps.

The confiscated illegal drugs has an aggregate estimated weight of more or less 100 grams with DDB value amounting to PHP 680,000.00. It was turned-over to QCPD Crime Lab for chemical analysis.

Meanwhile, the arrested suspects are under the custody of PS – 10 Kamuning for proper disposition and pending the filing of appropriate charges to the court for violation of Sec. 5 Article II of RA 9165 or “Comprehensive Dangerous Drugs Act of 2002.”

NPD’S TOP 7 MOST WANTED PERSON NAILED IN QUEZON CITY

The National Capital Region Police Office, Chief, PMGEN DEBOLD M SINAS lauds the operatives of Northern Police District for the successful apprehension of NPD’s Top 7 Most Wanted Person in Brgy. Bago Bantay, Quezon City at around 2:40 PM of October 27, 2020.

The arrest was plotted through the conduct of Intelligence driven operation, validation, and research. After proper coordination, the operatives successfully served the warrant of arrest to the said accused.

Initial report showed that the arrested accused was identified as John Paul Bayobo y Patria aka Loy Yobo, 33 years old, and a resident of Brgy. Bago Bantay Quezon City.

The above-mentioned accused has a pending warrant of arrest for the case of The New Anti-Carnapping Law of 2016 “R.A. 10883” issued by Presiding Judge Josie N. Rodil Malabon City RTC Branch 293 dated August 8, 2019.

The accused was apprised of his constitutional rights and presently under the custody of Northern Police District for documentation prior to the Return of Warrant to the Court of origin.

NO. 1 TOP MOST WANTED PERSON OF NORTHERN POLICE DICTRICT ARRESTED IN MUNTINLUPA

PMGEN DEBOLD M SINAS, Chief, NCRPO applauds the personnel of Northern Police District for successfully serving the warrant of arrest to NPD’s No. 1 Top Most Wanted Person for the crime of murder in Katarungan Village, Muntinlupa City at about 10:40 PM of October 27, 2020.

Report disclosed that the arrested suspect was identified as Aries Gaton y Tagle, 39 years old and a resident of Brgy.176 Bagong Silang, Caloocan City.

The arrest ensued after the conduct of Intelligence driven operation and research. After proper coordination and validation, the operatives were able to locate the whereabouts of the suspect and served the warrant of arrest.

The above-mentioned suspect has a pending warrant of arrest for the Crime of Murder, Article 248 of the Revised Penal Code docketed under CC No. 83617 issued by Hon. Eleanor R Kwong, RTC Branch 128, Caloocan City dated December 30, 2010. With no bail recommended.

The arrested suspect was apprised of his constitutional rights and temporarily detained at District Investigation and Detection Management (DIDM) Custodial Facility in Caloocan City for documentation prior to the Return of Warrant to the Court of origin.

The National Capital Region Police Office, Chief, PMGEN DEBOLD M SINAS applauds the Regional Mobile Force Battalion, NCRPO, 2nd Mobile Force Company – RMFB, Regional Special Operations Group (RSOG) – NCRPO in coordination with Indang, Cavite Municipal Police Station – PRO 4A for the successful apprehension of NCRPO’s Top 4 Most Wanted Person for the crime of Murder along Agus-Os Indang, Cavite at around 12:45 PM of October 27, 2020.

Initial report disclosed that the arrested accused was identified as GREGORIO ALDOVINO y PALERMO alias “Grey” 28 years old and presently residing in Indang, Cavite.

The arrest ensued through Intelligence Packet of F2(Intel)-RMFB and after one month of in-depth operational research, surveillance and monitoring, it finally led to the arrest of the accused.

The above-mentioned accused has a pending warrant arrest for the crime of Murder issued by Hon. Madonna Echiverri (Acting Presiding Judge) of Quezon City RTC Branch 21 with Criminal Case No. 18-05380 and with NO BAIL recommended.

The accused was apprised of his constitutional rights and presently under the custody of RSOG NCRPO for documentation and proper disposition.

C.A.R.E. INFODEMIC DRIVE IN THE METRO IN ITS 5TH WEEK

The Regional Director, PMGEN DEBOLD M SINAS lauded the successful conduct of the C.A.R.E infodemic drive in Metro Manila from September 22 to October 24, 2020.

Rolling in its 5th week, the program designed to instill DOH protocols and other necessary information on Covid-19 already recorded the conduct of over 340 activities in 261 different barangays within Metro Manila reaching a total of 11,003 participants with health kits, 10,322 among them are beneficiaries of food packs.

This Coronavirus Awareness Response and Empowerment (CARE) Infodemic Drive is composed of a series of socio-civic activities which aims to attain maximum information dissemination in the fight against Corona Virus 19 through conveyance of its origin, symptoms, complications, mode of transmission, prevention and help dispel misinformation.

Hence, PMGEN SINAS saw the inevitable need to address this concern by reaching out to the community and ensuring that they get the most reliable, timely and accurate information they need to face the current global health crisis.
