The National Capital Region Police Office Chief, PMGEN GUILLERMO LORENZO T ELEAZAR graced NCRPO’s Monday Flag Raising and Awarding Ceremonies along with the Turn-over of Donated Tools and Equipment with PNP Training Service (PNPTS) Director, PBGEN REY LYNDON T LAWAS this morning.
Awarded during the ceremonies were elements of NCRPO who represented the PNP as delegates in the World Police and Fire Games held in the City of Chengdu, China on August 8 to 19, 2019.
The World Police and Fire Games, dubbed as the Olympics for Law Enforcers, served as an opportunity for NCRPO and the rest of the PNP athletes to showcase their competence in sports and to develop camaraderie with foreign counterparts.
The National Capital Region Police Office (NCRPO) held on Friday the ceremonial groundbreaking for the construction of a two-storey Regional Headquarters Support Unit (RHSU) Building in Camp Bagong Diwa, Bicutan, Taguig City.
NCRPO Chief, PMGEN GUILLERMO LORENZO T ELEAZAR led the groundbreaking ceremony together with the Department of Public Works and Highway Regional Director, Mr Ador G Canlas.
In his welcome remarks, RHSU Chief, PCOL OSMUNDO V DE GUZMAN said that this projected facility is in realization of the NCRPO’s Master Development Plan as a way to provide peace and order, security and safety of those who are working and living inside the Camp Bagong Diwa.
“The construction of the 2-storey RHSU building is expected to be completed by June 2020 and the Regional Engineering Unit headed by PCOL RICARDO BASA is proposing to use the lower ground floor in constructing the office of our Regional Executive Senior Police Office and a small conference room,” PCOL DE GUZMAN added.
For his part, DPWH Regional Director Mr. Ador G Canlas said that the construction cost of the RHSU building is worth Php 39 Million which was funded by the Department of Public Works and Highway through the fiscal year 2019 DPWH Local Infrastructure Program.
DPWH Regional Director emphasized the strict monitoring of the project to expedite its construction as DPWH is set to launch further structural enhancements within NCRPO Camp Bagong Diwa.
“Pinapangako ko na susubaybayan ko ito para mapabilis ang konsttruksyon nito dahil hindi lang po ito ang proyektong ating gagawin. Kasama sa mga proyekto natin sa CY 2020 ang Multi-pupose building, Crime Laboratory ng NCRPO at Simulation Building maging ang Special Action Force,” Mr. Canlas added.
As a kind gesture, the DPWH Regional Director Mr Ador G Canlas extended his heartfelt thanks and appreciation to the PNP saying: Ako po ay nagpapasalamat sa walang hintong suporta po ng PNP sa ibat-ibang proyekto ng DPWH. Sana ay patuloy po tayong magtulungan.
Features of the new edifice will include an improved RHSU and RESPO departmental facilities, personnel living quarters, comfort rooms and conference room which will be utilized mainly to facilitate RHSU’s direct services, transactions and various activities that will enable RHSU to carry out their mandate on camp security, safety, general utilities and special services to the men and women of the National Capital Region Police Office.

PMGEN ELEAZAR began by providing background of the NCRPO’s Internal Cleansing Program advocacy of PGEN OSCAR D ALVAYALDE, Chief of the Philippine National Police and the newly launched intensified cleanliness policy (ICP) based on the video presentation from the NCRPO that showed the crime volume across the Metro Manila has decreased from 2017 up to the present. He also imparted to the Rotary community the awards won by the NCRPO in the 117th PNP Anniversary of 2018 — one for being the Best Region in the War Against Illegal Drugs another as Best Region in Internal Cleansing.
He also added the advantage of the forum is that to share thoughts and inputs that further accelerate efforts and build a much closer ties to address national pressing issues particularly the ones relating to our peace and order agenda as he mentioned that it is indeed an opportune way of introducing who we are and what we bring to the table today.
In closing, the NCRPO Chief followed his introduction with some facts for his fellow Rotarians: Metro Manila is now one of the safest large cities in the Philipppines under the leadership of no other than President Rodrigo R Duterte.
