Manhunt operation conducted by joint operatives of NDIT, RIU-NCR, District Special Operation Division (DSOU), District Intelligence Division (DID) NPD, Malabon City Police Station and Marilao City Police Station, Bulacan PPO resulted in the arrest of NCRPO’s Top 8 Most Wanted Person.
The operation was conducted on May 18, 2020 at about 1:35 PM along #1283 Cordero Subdivision, Brgy. Lambakin Marilao City.
The accused was identified as Billy Boy Balen y Martinez alias ‘Billy’. He was arrested by virtue of standing warrants of arrest for 2 frustrated murder charges docketed under Criminal Case Number 18- 1046-Mal and Criminal Case No. 20308. Further, he was also charged for violation of R.A 10591 docketed under Criminal Case No. 1947-MAL .
The standing warrants of arrest were issued by the following reputable courts on the following dates: October 30, 2018 issued by Hon. Misael M Lagada, Presiding Judge of Regional Trial Court Branch 292 Malabon City; warrant dated february 19, 2020 issued by Hon. Josie N Rodil, presiding judge of Regional Trial Court Branch 293 of Malabon City; and warrant of arrest dated January 17, 2020 issued by Hon. Jose Ronald Bersales, presiding Judge of Regional Trial Court Branch 47 of Masbate City.
The manhunt operation was conducted pursuant to PNP-LOI 03-11 Manhunt Charlie.

The accused was brought to NPD DID and DSOU for processing before he is turned over to court who ordered for his arrest.
