As TEAM NCRPO aims to strengthen public engagement and maintenance of peace and order in the country, PMGEN VICENTE D DANAO JR., Regional Director, spearheaded the Pre-Departure Orientation and Send-off Ceremony for the NCRPO Retooled Community Support Program (RCSP) Teams on June 4, 2021 at Hinirang Multi-Purpose Hall, Camp Bagong Diwa, Bicutan, Taguig City. COL DANILO I DUPIAG (INF) GSC PA, Commander, JCMOTG; COL ALVIN G IYOG, ACS for Opns/U3, JTF-NCR; CMDR ALFREDO DEL ROSARIO, U2, JTF- NCR; MAJ EDWIN CARIÑO, Task Unit, Commander, Valenzuela; the Station Commanders/ Chiefs of Police of QCPD and NPD ; Force Commander, RMFB; Force Commander, District Mobile Force Battalion and District Community Affairs and Development Division (DCADDs) of the five (5) Police District of NCRPO and Chief, SCASS of Caloocan City Police Station.
The NCRPO RCSP Teams together with the six CSP Teams of the JTF-NCR will be dispatched in 19 priority Barangays in the region that were already cleared with CTGFO’s.
During the Pre-Departure Orientation, CTF/BTF ELCAC and Masterplan Tagapagtaguyod was discussed by PLTCOL ALBERT DULAY, Chief, RPCADU, NCR while concept of CSP /RCSP Program were introduced to the participants by MAJ ARNIEL C TORMIS, PA, ACS for CMO/U7, JTF-NCR to include a brief background of the areas of deployment and the mission by COL ALVIN G IYOG , ACS for Operations, U3 , JTF NCR.
Among the highlights of the activity includes the presentation and turn-over of the PNP NCRPO RCSP Teams to JCMOTG by PCOL JULIUS C SURIBEN, Chief, RCADD followed by the acceptance of PNP NCRPO RCSP Teams by COL DANILO I DUPIAG, Commander, JCMOTG
Subsequently, the NCRPO RCSP Teams were turned-over to their respective Team Leaders namely: MAJ EDWIN CARINO, Task Unit Commnder, Valenzuela; 1LT FETRIRALO F GALANCO – II CMO Battalion, JTF NCR, AFP, 2LT NESLYN A RAYMUNDO (INF) PA – Bagong Silangan, Quezon City, 2LT IAN J ODCHIQUE – Barangay 175, Caloocan City, 2LT GERALDINE M GAMO – Sitio San Roque, Barangay Bagong Pag-Asa, QC, and 2LT FLOREZ A ALOBA – Barangay Catmon, Malabon City.
Each team were also given cash assistance, food packs and health kits for their barangay deployments by RD DANAO.
In his speech, BGEN TEOFILO cited an American author, Hellen Keller, “Alone we can do so little; together we can do so much” which emphasizes the essence of teamwork in the implementation of EO70 and realization of whole-nation-approach. According to him, the mission of ELCAC is important as a solution to the defeat CPP-NPA.
“Nagpapasalamat tayo sa sa experiences ng ating Regional Director na na sya ay napunta sa Davao at CALABARZON at nakita niya ang importance nitong RCSP Operations. And again, sa AFP na dati nang nakadeploy diyan, hirap talaga kami kung wala yung PNP na nakasama namin dito. Kaya we really need to work together upang ang utos ng ating president ay magawa nating commitment sa puso natin.” he said.
On one hand, on behalf of Dir Maria Lourdes Agustin, Director, DILG- NCR , Atty Ana Lyn Cortez, ARD, DILG-NCR said ” the PNP has always been at the forefront of the governments peace building efforts even in the middle of the pandemic. It is our honor , and it is also our privilege to work with the NCRPO under the leadership of PMGEN Vicente Danao Jr as well as our Commander of JTF-NCR BGEN Marceliano Teofilo.
She expressed her gratitude and appreciate the NCRPO steadfast support and assistance to the NCRTF ELCAC since it was established. The work of the NCRPO under the RCSP is crucial to maintain the gates we have made in our fight against the CTGs . Our efforts can only be effective if we allow those voices and without powers to express their needs so we can truly understand the situation in our beneficiary communities and provide the services they really need. To succeed we must align our efforts to help the sectors mostly in need of support. No single agency can accomplished our common goal of building a peaceful and orderly NCR by itself . The task will be challenging , but they can confidently say that we are doing well at demolishing the foundations of the CTGS white area operations. We were able to do this by following the lead of the national task Force ELCAC in implementing various programs and projects under the 12 lines of efforts that counter the Programs of the CTGs .
Meanwhile, on his message, PMGEN DANAO reminded them to always maintain the coordination and communicate with the people in the barangays. In this way, it will bridge the gap between the two groups and build a good relationship.
He added “when you are out there wag niyong isipin na ang trabahong ito ay mahirap. At the end of the day, kapag nakita niyo yung mga taong ito na nagbabalik loob, nagtitiwala sa pulis, nagtitiwala sa kasundaluhan at napakataas ng respeto ito ang trabaho na hindi kayang bayaran ng pera.”
Moreover, on his message, Mr. Mar Jimenez, Admin V, Chief PIO, Paranaque City and on behlaf of Mayor Olivarez, said that the deployment of the RCSP Team in the 19 metro manila barangays that have been identified as vulnerable to rebel influence, makes them a frontliner in the fight of peace and development. Hence, assured them of an all out support not only from the Regional Peace and Order Council (RPOC) but from all National Government Unit from the National Capital Region. The deployment of the RCSP team is certainly a step in the right direction to show our people that our government ears and have ready to breed positive change in our community. Accordingly, this is a difficult task but he know that the gallant men and women of the NCRPO as well as the AFP are up of the challenge. Thus, congratulated them in advance for a job well done .###
