MORE THAN 150 MILLION PESOS WORTH OF SUSPECTED SHABU BUSTED BY RSOG AND QCPD, NCRPO IN LAPU-LAPU CITY

The National Capital Region Police Chief PMGEN DEBOLD M SINAS lauded the extraordinary effort of the personnel of National Capital Region Police Office-Regional Special Operations Group (RSOG) as lead unit and Quezon City Operatives in close coordination with personnel of Police Regional Office (PRO) 7 in the conduct of a buy-bust operation on October 21, 2020 4:30PM at Barangay Subabasbas, Lapu-lapu City which resulted in the arrest of a high value target drug personality and recovery of more or less 22.1 kilos of suspected shabu with DDB value of P150,280,000.

According to the initial report, the operation stemmed from an intelligence information from a reliable source received and developed by the NCRPO-Regional Special Operations Group (RSOG) regarding the consistent transport of around 30 kilos of shabu from Quezon City to Cebu City by land travel on board a black Sedan every two weeks.

Consequently, COPLAN TOTONG TOLDO was launched followed by a series of surveillance, monitoring and intelligence information gathering to establish the veracity of the report.

Finding the information to be meritorious, on October 12, 2020, a team from NCRPO-RSOG together with operatives from QCPD proceeded to Cebu City to conduct case build-up against the suspect/s and establish collaboration with other concerned units.

Moreover, to avoid misencounter and unfortunate circumstances on account of failure of communication, on October 13, 2020, due coordination was made by the NCRPO operatives with the Regional Intelligence Division of PRO7 regarding the possible conduct of police operation in their area of responsibility.

With the alliance and concerted effort of NCRPO and other units concerned, on October 14, 2020, during the conduct of surveillance operation, the target vehicle was sighted and positively identified as a black Toyota Vios with plate number YKL 974.

Continuous monitoring of the target vehicle disclosed a patterned movement wherein it was spotted and monitored to be roaming in different places in the Cities of Cebu, Mandaue and Lapu-lapu. Moreover, it was observed that the car’s rider frequently meets suspicious persons to hand-over paper bags, plastics and other containers of dubious character.

Accordingly, the suspect was arrested and identified as GILBERT F LUMANOG. Further probing regarding his scheme disclosed that he was working as a courier/distributor for a drug group who communicates with him via phone call or text messages as to how the shabu will be distributed to their clients who generally come from the Cities of Cebu, Mandaue and Lapu-lapu.

Case of violation of Sec. 5 and Sec. 11 Article II of RA 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002” is being prepared against the suspect.

“We have set our target to neutralize big time drug syndicates and arrest the big fish behind this illegal drug activities. Statistics have already established the direct relationship of illegal drug trade to the occurrence of crime. The intensification of our campaign against illegal drugs proved to be an effective measure to cause a significant decline in the crime rate of Metro Manila. Hence, I commend the extraordinary effort and dedication to duty shown by the operatives of NCRPO-RSOG, Quezon City operatives and other units concerned in putting this high value target drug personality behind bars,” said PMGEN SINAS.
