The Chief of the National Capital Region Police Office, PMGEN DEBOLD M SINAS acknowledges the invigorated manhunt operations of RMFB and RSOG operatives which led to the arrest of the Regional Top 1 Most Wanted Person on October 16, 2020 at about 9:00 AM.
The accused was identified as FRANCISCO TORION alias “Lapad” with live-in partner, 39 years old, June 14, 1981 formerly residing at Tondo, Manila and presently residing at Butuan City.
The operation stemmed from a lone confidential Informer who was utilized on the said intelligence driven operation. Although the accused hid outside Metro Manila, series of extensive in-depth intelligence information gathering, surveillance and continous manhunt, tracking of the accused for two months were conducted by the operatives until they were able to positively verify the location of the accused under COPLAN “BALANGAY”.
Thereafter, Intelligence Section of Regional Mobile Force Battalion and Regional Special Operations Group in coordination with Butuan Intelligence Section served and effected the arrest of Torion at R. Calo Street, Brgy 15, San Ignacio, Butuan City, Region 13. He was arrested by virtue of Warrant of Arrest issued by Hon.JANICE ANTERO (Presiding Judge) Manila City RTC Branch 16 with criminal Case Nos.R-MNL-16-326017 -CR and “NO BAIL recommended”.
Probe reveals that the arrested accused went into five (5) years of hiding using bogus identity as “Reynaldo Salado”after he brutally and feloniously shot an off-duty policeman then PCpl Ronald Leonardo who only responded to the call of duty.
Records show that on June 19, 2015, PCpl Leonardo was covering his motorcycle when he chanced upon the accused along with three other cohorts all known in their Barangay as notorious Electric Pilferers or “Jumper Cable Boys” running. Despite being outnumbered, said policeman conducted stop and frisk on them but accused Francisco Torion with intent to kill and evade arrest, shot the said policeman causing his instantaneous death.
The accused was apprised of his constitutional rights and right to Medico Legal Examination and was brought to NCRPO, Camp Bagong Diwa, Bicutan, Taguig City, Metro Manila prior to the return of the warrant of arrest to the court of origin and issuance of commitment order.
Relative to this arrest, same units of NCRPO arrested the 2nd quarter Regional Top 1 Most Wanted Person of Metro Manila, Prelan A. Grama at about 7:00 P.M. of May 16, 2020 at Brgy Zone 5, Sogod, Leyte.
Meanwhile, for the 3rd and 4th quarter of 2020, a total of 3 (three) Regional Top Most Wanted Persons were arrested by NCRPO; there are a total of 10 (ten) District Top Most Wanted persons who were arrested from NEMSQ while a total of 85 TMWP for Station level were nabbed by the station operatives of Metro Manila.
“Three (3) months ago we have arrested the DILG’s Most Wanted Person who hid for more than 8 years and now, we have again arrested the No.1 Regional Most Wanted Person of NCRPO this quarter. Alongside the arrests of wanted persons from district and station level, we cannot deny the fact that our invigorated manhunt operations, monitoring and surveillance effectively gain grounds through the painstaking efforts of our operatives. Wherever these accused persons hide, they will be hunted all over the country with the help of other units,” PMGEN SINAS underscored.
