Joint intelligence efforts of the PNP-Intelligence Group and Criminal Investigation and Detection Group (CIDG) -QCPD successfully arrested one male personality affiliated with Daulah Islamiyah Terrorist Group designated as contact person/liaison in Luzon at about 4:50 PM of September 19, 2020 along Atherton Street corner Burbank Street, North Fairview Subdivision, Barangay North Fairview, Quezon City.
Suspect was identified as KEVIN MADRIÑAN y BARTOLOME a.k.a. IBRAHIM ABDULLAH MADRIÑAN a.k.a IBRAHIM KHALIL AL-GURABA, 33 years old (DOB: September 10, 1988) male, single, native of Biñan, Laguna and resident of Wawa Street, Barangay Malaban, Biñan, Laguna.
The operation stemmed from an information from PNP-IG regarding a certain “IBRAHIM”, a Muslim convert monitored as a Daulah Islamiyah sympathizer, was monitored within Quezon City and was allegedly selling unlicensed firearms.
There and then, operatives conducted monitoring and intelligence gathering until a buy-bust operation was plotted.
Investigation disclosed that joint operatives of PNP-IG and CIDU-QCPD personnel strategically positioned themselves at the area while one police officer acted as poseur buyer. Said operative was able to buy One (1) Pistol LLAMA cal. 45 with Serial Number 97960030 inserted with One (1) piece High Capacity Magazine loaded with Seven (7) pieces live ammunitions Cal.45 with the agreed amount of Sixty Thousand Pesos (Php60,000.00).
After the transaction, same suspect was immediately arrested and recovered from his possession and control were
a) One (1) Pistol LLAMA cal. 45 with Serial Number 97960030,
b) One (1) piece High Capacity Mag .45,
c) Seven (7) pieces live ammunitions .45,
d) One (1) piece Fragmentation Grenade
e) Three (3) pieces Genuine 1,000-peso bills with serial numbers NQ006134, NH890402 and Y141081 with Fifty-seven (57) pieces boodle money (Recovered)
Further probing reveals that Ibrahim Abdullah Madrinan took over the responsibility of locating safe haven for DITGs and their logistic needs. He recruits Islam converts and send them to Mindanao for military training and jihad exposure.
Thereafter, suspect was brought to this CIDU-QCPD together with the recovered pieces of evidence for investigation and proper disposition. Case for violation of RA 10591 (Illegal Possession of Firearms and Ammunitions) and Violation of RA 9516 (Illegal Possession of Explosives).
“The arrest of this suspect who was linked to other terrorists is a great help in our fight against terrorism. We can never tell how far these contrabands might harm the people in Metro Manila. Rest assured that Team NCRPO together with the other agencies will do our best to arrest other rebels hiding in NCR,” PMGEN SINAS stated.
