National Capital Region Police Office Acting Regional Director, PBGEN JONNEL C ESTOMO announced that the incident in the viral video was regarding the shooting incident that transpired on July 22,2022 at an Apartment Building in Marina Bay, Brgy, Don Galo Parañaque City.

The appropriate complaint against the suspects was already referred to proper authority and with the identification of the majority of them, this case is considered as cleared.

Based on the report submitted to Regional Headquarters, hot pursuit operation was conducted utilizing the CCTV recording of the building that led to the identification of the perpetrators of this crime.

Two of the suspects were identified as Alias King Aglubos Lee, of legal age and a resident of No 198 Cleyver Land, Tower Pacific Avenue, Brgy., Don Galo, Parañaque City, (at large) and Jeffrey Orlanes y Arandia, 36 y/o a resident of RR Alleys Poblacion, Brgy 5, Tanauan Batangas. Orlanes was arrested at a hospital in Pasay City while being treated for his gunshot wound. (However, suspect Orlanes was later released by the prosecutor’s office for further investigation.)

Meanwhile, deceased victims were identified as Zhang Xialong, 30 y/o, Chinese National, and a resident of Pag-asa Extension, Sta. Mesa, Manila, while the other victim was later identified as ZIYU MENG, 30 years old, born on June 23, 1992 in Heilongjiang, male, single, Chinese national with passport number EG7392289, and a resident of no. 1707 Kroma Tower, Makati City..

Further investigation disclosed that three Filipino witnesses who are housekeeping personnel assigned at the Apartment Building were invited for investigation and positively identified thru CCTV footages the thirteen (13) Filipino suspects composed of a businesswoman and twelve (12) personal bodyguards who were temporarily staying at the said Apt. Bldg. Three (3) other Filipino suspects only identified as @Kuya Pulis, @Ramos, @Kuya and four (4) unidentified chinese nationals were also at large.

Furthermore, on July 24, 2022 a complaint for violation of Article 248 of the RPC (Murder) was filed at the Parañaque City Prosecutor’s Office against the suspect Jeffrey Orlanes y Arandia, four (4) unidentified Chinese Nationals and other sixteen (16) other Filipino suspects.

RD ESTOMO directed the investigators and follow up units to work on the identification of the rest of the unidentified suspects. At present, the complaint is still under preliminary investigation process.

“We assure the people that we will not allow the activities of lawless elements to prevail, especially foreigners doing crimes in our country. I directed our tracker teams to intensify their manhunt operations to put the at-large suspects behind bars and make sure that all those involved in this incident will suffer the consequences of their evil deeds. Furthermore, recent extensive planning and pro-active measures pertaining to the same incident as this shall be put in place to avoid the future occurence of the same.” RD Estomo added. ###
