The Chief of the National Capital Region Police Office, PMGEN Felipe R Natividad affirmed that the preparation for securing the first State of the Nation Address (SONA) of the President Ferdinand “Bong-Bong” R Marcos, Jr. has already kicked off early following the success of his inauguration in June this year.  RD Natividad further confirmed that similar template and security package utilized during the inauguration of His Excellency PBBM will be applied.

NCRPO is tasked to secure and maintain the peace and order before, during and after the event. With this, a total of 15,174 security forces will be deployed; 9,919 from the organic NCRPO personnel, 1,891 from PNP support units and 3, 364 from other coordinating agencies and other peacekeeping partners.  The national capital police unit is also expected to tap its different Advocacy Support Groups and Force Multipliers to boost other details of security components.

With the current issues that confront the new administration, security forces anticipate that militant sectors/groups will use the SONA to stage mass actions. Likewise, threat groups may take advantage of the event to undertake their nefarious activities, which may disrupt the activities and endanger the lives of the people during the event.

Therefore, as part of the security preparations, series of deliberate inter-agency coordination meeting is expected with the presence of representatives from Armed Forces of the Philippines (AFP), Local Government Units (LGUs), Metro Manila Development Authority (MMDA), Philippine Coast Guard (PCG), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), force multipliers, volunteer groups and other concerned agencies in order to iron out specific individual tasks, contingency plans and coordinating instructions appertaining to the security aspect in and out of the House of Representatives which is the venue for the event.

Similarly, dialogue with the different community leaders, stakeholders and civil society leaders will also be carried out to address concerns to keep unnecessary crowd to flock the venue especially for those who have plans of indignation or to sabotage the event.  In relation to the foregoing, expect a metro wide simultaneous conduct of community outreach programs/activities by the Districts and Stations Community Affairs for areas of concern to prevent masses from going out of their places and join the massive actions.

“No Permit, No Rally” will also be implemented.  Those who will conduct mass assemblies in places other than designated freedom parks must secure permit from the local government before they can huddle and carry out with their program or activity, provided further that they adhere to the law of peaceful assembly. Any attempt to occupy places not authorized, the CDM contingent will disperse the group or assembly.

Metro Manila shield will also be activated to secure the metropolis from the entry of criminal elements and terrorist groups from taking advantage of the situation. The 34 border control points will be activated to secure southern, eastern and northern boundaries in cooperation and collaboration with neighboring regional police offices and AFP counterparts.

Rerouting of thoroughfares is also expected and shall be immediately disseminated to the public.

Details on Gun ban implementation will be announced later. The PNP National Headquarters is yet to determine the specifics on this.

PMGEN Natividad assured that the security framework which resulted in the success of previous major events like national & local elections and the recently held inauguration will be adopted. He assured the public that the NCRPO will undertake best efforts to make the 1st president’s report a peaceful, safe and memorable for all Filipinos.###
