NO ECQ CAN HALT THE ANTI ILLEGAL DRUG STING OF NCRPO

Amid the implementation of Enhanced Community Quarantine in Metro Manila, the operatives of Manila’s Finest doubled their efforts and successfully conducted an anti-illegal drug operation against five (5) male suspects at about 5:00 pm of March 31, 2021 along Firmeza St. corner San Diego St., Brgy. 542, Dist. 4, Manila.

Records show that suspects were identified as:

1. Michael p Salazar, male, 35 yrs. old, married, Vendor and resident of Sampaloc, Manila;

2. Melvin P Lorenzo @KERKER, male, 34 yrs. old, single, Driver and resident of Do4a Aurora, Quezon City;

3. Joyylyn J Salazar @DOENG, female, 34 yrs. old, married, vendor and resident of 3582 Buenos Aires St., Sampaloc, Manila;

4. Marvy G Pineda @MARVIE, male, 30 yrs. old, single, tricycle driver, member of Bahala na Gang and resident of Sampaloc, Manila; and

5. Ramil L Torres @RAMIL, male, 26 yrs. old, single, tricycle driver, member of Bahala na Gang and resident of Sampaloc, Manila.

Investigation disclosed that elements of Police Station 3 conducted Buy Bust Operation that resulted to the arrest of the suspects.

Pieces of evidence recovered from their possession and control were as follows:

a) Ten (10) pcs. of heat sealed transparent plastic sachets containing white crystalline substance of believed to be “SHABU” with estimated weight of more or less 110 grams including its masking tape and with estimated DDB street value of Php. 748,000 pesos;

b) Buy Bust Money amounting to Php. 500.00 pesos;

c) Yamaha Nmax Motorcycle color Blue w/ plate #1380-1208165,

d) Mio Sporty color Black w/ plate #NF99720,

e) Mio Soul color White w/ plate number #ND56566 and

e) One (1) pc. Black Sling Bag.

The marking and inventory of the recovered pieces of evidence was witnessed by a Barangay Kagawad and a media representative.

The seized suspected illegal drugs were turned over to the Crime Laboratory for confirmatory testing while suspects are currently detained at PS 3 Custodial Facility for investigation, proper documentation and disposition. Subsequently, suspects will be referred to prosecutor’s office for inquest proceedings relative to filling of charges for violation of Sec 5 (Sale of Dangerous Drugs), Sec 11 (Possession of Dangerous Drugs) under Art II of RA 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002.

SIX (6) LADY LEADERS/OFFICERS OF SAMANA AND SMNDC COURAGEOUSLY WITHDRAW THEIR SUPPORT TO LEFTIST GROUP

“A Strong Woman Stands for Herself, A Stronger Woman Stands up for Everyone else”

In line with this, six (6) strong women from SAMANA and SMNDC stood up for their rights and freedom as they voluntarily took their oath and pledge of allegiance to the government as they withdraw support to leftist ideology held at National Capital Region Police Office on March 29,2021.

The five (5) Core Leaders and Officers of Sandigan ng Maralitang Nagkakaisa (SAMANA) and the President of Samahan ng Maralitang Nagkakaisa sa Dumpsite ng Catmon (SMNDC) Malabon condemned atrocities and opted to vow and support the programs of the government towards the achievement of inclusive peace and sustainable development.

The action of the six (6) women also led to the withdrawal of support of 244 other leaders and members of SAMANA who were once taught and organized by the KADAMAY to be their members. SAMANA was founded in 2019 wherein they illegally occupied property of the National Housing Authority (NHA). Accordingly, they were encouraged to join rallies against the government otherwise they will not receive the housing program. They were confused and fees were collected on them.

With the help of Community Support Program of JTF-NCR and NCRPO they were enlightened and realized that they were being used for different advocacy.

As proof of their sincerity to return their loyalty to the folds of the government, a signing of manifesto; ceremonial release of white doves and candle lighting were conducted with PMGEN VICENTE D DANAO JR, RD, NCRPO; BGEN MARCELIANO V TEOFILO, CMDR, JTF- NCR; NCRPO Command Group and JTF staff and was witnessed by Chief, RCADD; Chief, RID, and FC, RMFB, NCRPO; DCADD, QCPD, PS 5, QCPD and 11th CMO Battalion, PA.

PMGEN DANAO JR acknowledge the bravery of the leaders/officers for standing for their members. Indeed, their sincere act is a manifestation of women empowerment and is timely as we culminate the 2021 Women’s Month Celebration. He also assured that the Team NCRPO and the Community Support Program Team of JTF-NCR are extending their full support in reaching out to the right agencies of the government regarding their concern for housing programs. According to him, other government services and help will also be provided for them.

RD DANAO ADMINISTERS THE OATH TAKING OF NCRPO NON-UNIFORMED PERSONNEL

“ Gawin at tuparin ang ating sinumpaang tungkulin na maging kapaki-pakinabang dahil malaki ang naitutulong ninyo sa hanay ng kapulisan. Let us not forget our primary mission which is to serve and protect not only the developers of the Philippine National Police as Non-Uniformed Personnel but also be responsible enough of our duties.”

National Capital Region Police Office Chief, PMGEN VICENTE D DANAO JR stated in his message after administering the Virtual Oath Taking Ceremony of Newly Promoted and Newly Appointed Non-Uniformed Personnel (NUP) of the National Capital Region Police Office which was held on March 29, 2021 at the NCRPO Conference Room, Camp Bagong Diwa, Bicutan, Taguig City.

RD DANAO congratulated the 35 Newly Promoted and 43 Newly Appointed NUP of NCRPO. They were the qualified applicants after a thorough screening of 50 applicants for promotion and 80 applicants for original appointments. The successful applicants will be assigned to the five police districts and at the NCRPO Regional Headquarters.

Further, RD DANAO expressed his appreciation to the NUP for their contributions to the accomplishments of Team NCRPO particularly on the administrative aspect of police work. The presence of NUP performing clerical and other office-based duties at the different police stations gives policemen an opportunity to focus on their police duties rather than office works.

13 RED AREA PERSONALITIES VOLUNTARY SURRENDERED; 5 CORE LEADERS/OFFICERS AND 244 MEMBERS OF SAMANA AND PRESIDENT OF SMNDC RENOUNCED MEMBERSHIP IN KADAMAY AND TOOK OATH OF ALLEGIANCE BACK TO THE GOVERNMENT THROUGH THE INITIATIVE OF NCRPO AND JTF-NCR

NCRPO, under the helm of its current Chief, PMGEN GENERAL VICENTE D DANAO JR made serious effort to support EO 70 End Local Communist Armed Conflict geared to end more than five decades of insurgency’s punic circuition in the country.
These efforts resulted to significant gains in the efficient and effective implementation of the whole-of-nation approach against insurgency.
In line with this, thirteen (13) Red Area Personalities composed of seven (7) members of Militia ng Bayan; five (5) part of the armed struggle for several years and two (2) became members of the Sangay ng Partido sa Lokalidad voluntary surrendered to NCRPO through the RMFB, RCADD and RID,NCRPO and had their ceremonial processing for the Renunciation of Membership from the leftist ideology and Oath of Allegiance to the Republic of the Philippines along with the five ( 5) Core Leaders and Officers of Sandigan ng Maralitang Nagkakaisa (SAMANA) and the President of Samahan ng Maralitang Nagkakaisa sa Dumpsite ng Catmon (SMNDC) Malabon with PMGEN VICENTE D DANAO JR, Regional Director, BGEN MARCELIANO V TEOFILO, Commander, JTF-NCR; and was witnessed by the NCRPO Command Group; Quad Staff; Force Commander of RMFB, and Staff, JTF-NCR on March 29, 2021 held at the Hinirang Multipurpose Hall, Camp Bagong Diwa, Bicutan, Taguig City.
Immediately thereafter, the turn-over of firearms: two (2) units of 45 caliber pistol with 25 live ammunitions and magazine. Followed by the ceremonial burning of flag which signifies their sincerity to the government, release of doves which symbolizes peace, hope, and freedom and lighting of candles to light the darkness of life of the surrenderees and their families to begin a new life along with the RD, NCRPO; Commander JTF-NCR were also done followed by the recitation of Declaration of Solidarity for Condemnation and National Call for Outrage to coincide with the Nationwide Simultaneous Activities of NTF ELCAC via zoom.
On the other hand, 244 leaders and members of the Sandigan ng Maralitang Nagkakaisa (SAMANA), a group of Illegal Settlers occupying a property of the National Housing Authority (NHA) voluntary took their pledge to renounce from their membership in KADAMAY and to abandon the leftist ideology pledging allegiance to the government on March 28, 2021.
Accordingly, the group was organized by KADAMAY to occupy properties of the National Housing Authority which were undergoing land development under a joint venture agreement with Ayala Land contrary to law.
Consequently, the joint RCSP Teams from the 11th CMO and QCPD, NCRPO in close coordination with Barangay Task Force ELCAC through peaceful engagement conducted reorientation among them.
This prompted the 244 leaders and members of SAMANA to renounce their membership in KADAMAY and take their oath of allegiance back to the folds of the government.
Their oath; signing of a manifesto and documentation were conducted house to house by group with the presence of the Barangay Bagong Pag-asa, Barangay Task Force ELCAC Members headed by their Barangay Captain and the Core Leaders of SAMANA and officer from RCADD; RMFB; RID, NCRPO; DCADD, QCPD, PS 5, QCPD and 11th CMO Battalion, PA.
Likewise, food packs; health kits, cash assistance and IEC materials pertaining to ELCAC/terrorism; anti-criminality; illegal drugs and covid 19 vaccination were also distributed with the support of PCSO.
The ceremony was conducted by group composed of around 10 persons with strict adherence to the existing health and safety protocol in place to prevent the spread of Covid 19 virus.
The current Chief NCRPO, PMGEN VICENTE D DANAO JR recognized the indispensable share of other government units such as the JTF-NCR, PCSO, NHA, DSWD, DOLE, TESDA, DILG, LGU of QC and other NGOs for their unwavering support in promoting further aid for the SAMANA group in line with the 12 cluster approach of NTF-ELCAC to provide them with better opportunities and help them prepare for a new life in their soon to be relocation areas.
Moreover, three (3) wheelchairs were also donated to person with disability (PWDs): two (2) children of SAMANA member and parent of one of the leader of SMNDC.

NCRPO VIRTUAL SEMINARS ON THE GO AMID THE PANDEMIC

Despite the current pandemic situation, the National Capital Region Police Office under the direction of PMGEN VICENTE D DANAO JR. continuously conducts trainings and seminars to set awareness and input knowledge to the men and women of NCRPO.

One of the seminar that was launched was the Virtual Seminar on Anti Terrorism Act of 2020 and Criminal Justice Response to Terrorism on March 26, 2021 at Camp Bagong Diwa, Bicutan, Taguig City.

The seminar aims to acknowledge the importance of Anti Terrorism Act of 2020 in fighting and eliminating the long running problem of terrorism and insurgency in the country.

It also focused in the role of criminal justice response to terrorism. It’s objective to combat terrorism, to prevent terrorist incidents from taking place, creating safety measures to avoid inflicting public harm but at the same time respect the principles of the rule of law and human rights.

Prosecutor Peter L Ong, Deputy State Prosecutor/Chairman, Task Force on Counter Terrorism, Department of Justice served as the guest speaker. He shared his expertise on the particular subject matter.

PMGEN DANAO encouraged the participants to always remember that they must give their fellowmen a reassurance that they have intensified all police operations.

In all circumstances, they must take every measure available and provide every additional resource they can in order to protect the general public.

Likewise, on the same date the Closing Ceremony for the Joint Information Collection and Analysis Seminar of NCRPO and BJMP – NCR was also concluded.

Information Collection and Analysis plays an important role in investigating since most of the information received makes it hard to make an unbiased decision. Hence, It is necessary that the data are reviewed and checked meticulously.

During his message in the closing ceremony, PMGEN DANAO extended his commendation to the graduates. VALENZUELA’S TOP 3 MOST WANTED PERSON NABBED THROUGH INTENSIFIED MANHUNT OPERATIONS

In its unyielding efforts to enforce the law and arrest criminals all over the region, the National Capital Region Police Office continuously arrests wanted persons hiding in Metro Manila.

 

In line with this, PMGEN VICENTE D DANAO JR lauds the manhunt operation conducted by Valenzuela City Police Station at about 5:00pm of March 26, 2021 at The Radiance, Manila Bay, San Rafael, Roxas Boulevard, Pasay City resulting in the arrest of Top 3 Most Wanted Person of the City for 1st Quarter of CY-2021.

 

Reports submitted from the station shows that the suspect is Dexter P Avellaneda, 23 years old, male,single and presently residing at Real, Quezon Province.

 

Casing and surveillance were conducted against him which resulted into positive validation, thus, the arrest was made.

 

Probe reveals that joint operatives of Station Intelligence Branch, Warrant and Subpoena Section together with elements of Real Quezon Municipal Police Station and Quezon Provincial Intelligence successfully served a Warrant of Arrest against Avellaneda for five (5) counts Rape under Art. 266-A par. 1 of RPC with Criminal cases No. 1379-V-20, 1380-V-20, 1381-V-20, 1382-V-20 and 1383-V-20 issued by Hon. LILIA MERCEDES ENCARNACION A. GEPTY, Presiding Judge of Regional Trial Court Branch 75, Valenzuela City.

 

He was then informed of the cause of his arrest as well as his constitutional rights.

 

Avellaneda was brought to Valenzuela Medical Center for medical examination and subsequently turned-over at Valenzuela City Police Station Custodial Facility for proper disposition.

NCRPO Invigorates Effort to End Local Communist Armed Conflict (ELCAC)

NCRPO under the helm of its current Chief, PMGEN GENERAL VICENTE D DANAO JR made serious effort to support EO 70 geared to end more than five decades of insurgency’s punic circuition in the country.

These efforts resulted to significant gains in the efficient and effective implementation of the whole-of-nation approach against insurgency.

According to recent data reflected as of March 25, 2021, NCRPO was able to record a total of 99. 59% compliance in the creation of Task Force ELCAC per Barangay. This is after NPD with 260 barangays, EPD with 94 barangays and MPD with 896 barangays recorded 100% compliance to this initiative.

Currently, SPD records 98.11% compliance with 317 barangays falling short of 6 more barangays to comply while QCPD with 142 barangays fell short of merely one barangay recording a total of 99.30% compliance as of the moment.

In the level of Cities and Municipalities, EPD, MPD and QCPD was able to record 100% compliance in the creation of EO TF ELCAC while the two other districts were halfway on track.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is a Task Force under the Office of the President, created under EO 70, series of 2018. It aims to institutionalize the whole-of-nation approach in attaining inclusive and sustainable peace.

In the past, the task of addressing issues on insurgency were left alone for the AFP and the PNP to resolve. But with the advent of EO 70, Local Chief Executives were given their share of the task in the multi-pronged approach together with all other government agencies from the national to the barangay level partaking delineated roles and responsibilities in the whole-of-nation approach to end insurgency.

Towards this end, resolutions supporting NCRTF ELCAC denouncing atrocities, condemning CNN as persona-non-grata and declaring LGU as a zone of peace and development were passed wherein Cities under the Northern Police District and Manila Police District recorded a total of 100% compliance, Eastern Police District with 75% compliance while Cities and Municipalities under the Southern Police District and Quezon City Police Districts were still on their way in the passage of resolutions.

Indeed, the activities conducted by NCRPO is anchored on its environmental operation to Engage, Transform and Empower barangays in NCR as a means to defeat the Arouse – Organize- Mobilize- (AOM) Strategy of CNN. This strategy simplifies the 12 cluster approach as it adapts to mandate and limitations of barangay governance system with the NCRPO and JTF- NCR serving as bridge to connect them with their City/ Municipal, LGUs and other agencies.

Person of Gigmoto Municipal Police Station, Nabbed in Marikina
The National Capital Region Police Office Chief PMGEN VICENTE D DANAO JR commended the unwavering effort of Eastern Police District, Marikina City Police Station which resulted to the arrest of the Number 2 Most Wanted Person of Gigmoto Municipal Police Station, province of Catanduanes.
According to the initial report, on March 18, 2021, personnel from the Station Intelligence Section of Marikina City Police Station received an information through a telephone call from Gigmoto MPS, Catanduanes, Provincial Police Office that their Number 2 Most Wanted Person was allegedly hiding in one of the barangays in Marikina Çity.
Hence, a series of intelligence information gathering, monitoring and surveilance was launched based on the information they received. After thorough validation, it was confirmed that the subject was indeed hiding along Roga Compound, Angel Santos St., Brgy Tumana, Marikina City.
Thereafter, at about 1:00 PM of March 20, 2021, a joint operation was conducted by the elements of the Station Intelligence Section trackers, Warrant Section of Marikina City Police Station, elements of the 2nd Mobile Force Command, RMFB, NCRPO and Gigmoto Municipal Police Station to arrest the accused.
Consequently, the accused was arrested and identified as Dante Tan Y Maragondon, 38 years old, married and working as a construction worker.
He was wanted by virtue of a warrant of arrest issued by HON. LELU P CONTRERAS, Presiding Judge of RTC Branch 43, Fifth Judicial Region, Virac, Catanduanes for the Crime of 8 counts of Rape in relation to RA 7610.
Immediately after the arrest, the accused was brought to Police Station pending the issuance of a commitment order and return of the warrant of arrest to the court of origin.
“I commend the effort of the police units concerned in the arrest of this Top Most Wanted Person who’s been hiding in the Metro purposely to evade justice from being served. This is in line with NCRPO’s drive against wanted persons embodied under our ‘Oplan Pagtutugis’ campaign wherein we were casting wider nets to locate, identify and neutralize persons with standing warrants of arrest to bring them to the court and make them face the charges filed against them. NCRPO’s CONTINUOUS CAMPAIGN AGAINST ILLEGAL DRUGS NABBED SEVEN (7) DRUG PERSONALITIES AND BUSTED MORE OR LESS 1 MILLION WORTH OF SUSPECTED SHABU

The National Capital Region Police Office, Chief, PMGEN VICENTE D DANAO JR. lauds the Station Drug Enforcement Unit, PS – 11 Galas, Quezon City Police District for a successful buy-bust operation which resulted in the apprehension of one drug personality along #8D 2B Don Segundo St., San Agustin Village, Brgy. Talipapa, Quezon City at around 9:40 PM on March 20, 2021.
Report showed that the arrested suspect was identified as MARVIN SIGUA y DELA CRUZ male, 45 years old and residing at Brgy. Talipapa, Quezon City.

The arrest was plotted through Intelligence Driven Operation. The operatives conducted surveillance and monitoring and upon validation they pushed-through with the pre-arranged buy-bust which resulted in the arrest of the suspect.

Seized from the suspect’s possession are thirteen (13) pieces of medium heat-sealed transparent plastic sachet containing white crystalline substance suspected to be methamphetamine hydrochloride locally known as “shabu”.

The confiscated illegal drugs has an aggregate estimated weight of more of less 75 grams with DDB value amounting to PHP 510,000.00.

The arrested suspect and recovered pieces of evidence was brought to SDEU Police Station 11 – Galas for documentation.

Meanwhile, on the same day at around 11:45 PM Station Drug Enforcement Unit of PS – 5 Fairview, Quezon City Police District also conducted a buy-bust operation along Fairlane St., Brgy. Greater Fairview, Quezon City.

The arrest ensued through PDEA Extended Pre-Operational Report with Control Number 10001-032021-0519 which resulted in the arrest of the suspects.

Based on the report submitted by the operatives of PS – 5 SDEU, the arrested suspects were identified as:
a) Almanzor Utto y Kunday alias KULOT male, 27 years old and residing at Camarin, Caloocan City; and
b) Alberto Ramos y Navarete male, 51 years old and residing at Brgy. San Vicente, Quezon City.
Recovered from the suspect’s possession and control are eight (8) pieces of heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu. Weighing more or less 40 grams with estimated DDB value of PHP 272,000.00.
The recovered pieces of evidence and arrested suspects were turned-over to SDEU PS – 5 Fairview for proper disposition.
Likewise, Manila Police District, PS – 3 Sta. Cruz also apprehended four drug personalities through a buy-bust operation on March 20, 2021 at about 9:05 PM along C. Palanca St., near corner Quezon Blvd beside Quinta Market, Brgy. 306, Sta. Cruz, Manila.
Initial investigation disclosed that the arrested suspects were identified as:
a) SHARIPADA IMAM Y TAON a.k.a Taon, male, 20 years old, from Maraw and resident of Palanca St., Quiapo, Manila;
b) SUZETTE DE JESUS Y PISAYCO a.k.a. Zette, female, 23 years old and resident of Tondo, Manila;
c) RISTOTLE NICOLAS Y SANTIAGO a.k.a Aris, male, 40 years old and resident of Sampaloc, Manila; and
d) EMILY YANES Y RAMOS a.k.a. Keng, female, 24 years old and resident of, Tondo, Manila.

Seized from the suspect’s possession are eight (8) heat sealed transparent plastic sachet contained with white crystalline substance of believed to be “SHABU”.

The confiscated illegal drugs has an aggregate estimated total weight of more or less 30 grams including its masking tape and with estimated DDB value amounting to PHP 208,000.00. It was brought to PS – 5 Sta. Cruz for documentation.

The arrested suspects in the three buy-bust operation will face charges for violation of Secs. 5 and 11 Article II of RA 9165 otherwise known as “Comprehensive Dangerous Drug Acts of 2002”.

We will not stop until we trace down the source of these illegal drugs and put them behind bars. NORTHERN SAMAR TOP 7 MOST WANTED PERSON NABBED IN QUEZON CITY

The National Capital Region Police Office, Chief, PMGEN VICENTE D DANAO JR. lauds the combined operation of Criminal Investigation Section – Quezon City Police District, Regional Intelligence Unit – NCR, Regional Special Operations Group – NCRPO, Laoang Municipal Police Station and Northern Samar PIU for the successful service of warrant of arrest to the Top 7 Most Wanted Person of Northern Samar.
The arrest ensued on March 18, 2021 at 2:00 o’clock in the afternoon along Session Road, Brgy. Batasan Hills, Quezon City through the information provided and the intelligence packet of NDIT – RIU – NCR – IG that resulted to the arrest of the accused.
Based on the report submitted, the arrested accused was identified as EDMAR CERBITO y YLANAN, 32 years old, male, native of Northern Samar and presently residing at Brgy. Batasan Hills, Quezon City. He has a pending warrant of arrest issued by Hon. JOSE F FALCOTELO, Presiding Judge, Regional Trial Court, Branch 22 of Laoang, Northern Samar for the crime of MURDER docketed under Criminal Case No. 4246 with NO BAIL RECOMMENDED.
The arrested accused was brought to CIS – QCPD for documentation before returning to the court of origin.
