The National Capital Region Police Office under the helm of its Acting   Regional Director, PBGEN VICENTE D DANAO JR invigorated its campaign against all forms of illegal gambling in Metro Manila. He has been strict in his anti-corruption effort sustaining the no-take policy from illegal drugs, illegal gambling, smuggling and unscrupulous businessmen and all other unlawful means.

In various occasions, he explicitly stated that he condemns the existence of illegal gambling as a widespread social menace and source of corruption, as it has become an influential factor in an individual’s disregard for the value of dignified work, perseverance and thrift.

On November 28, 2020 at 6:30 PM, elements of the Regional Special Operations Group-NCRPO led by PCAPT MAYNARD D PASCUAL, Team Leader, SPD under the direct supervision of PLTCOL MELVIN R MONTANTE, Chief, RSOG conducted an anti-illegal gambling operation at Sitaw St., Brgy. San Isidro, Paranaque City and Jerusalem St., Brgy. Sitio., Nazareth, Brgy. San Isidro, Paranaque City.

The operation resulted to the confiscation of ten units of illegal gambling machines comprised of eight fruit game machines and two video karera machines and arrest of 3 persons, 2 males and 1 female, later identified as: 1). Evelyn Dador y Jacer, 56 years old;  2). Erickson Albo y Solares, 41 yrs old; and  3). Arnold Martinez y Orias, 41 years old.

 Arrested suspects were apprised of their constitutional rights and were brought to RSOG office together with the confiscated pieces of evidence for proper disposition and filing of appropriate charges for violation of existing anti-illegal gambling laws. 

“I commend the unwavering effort of the elements of RSOG which resulted to the arrest of these three illegal gambling suspects and confiscation of ten illegal gambling machines. Muli nanaman nating napatunayan na ang Pulis-NCRPO ay maaasahan, matapat, matapang at may malasakit sa ating mamamayan.”

The Regional Explosive Canine Unit personnel have demonstrated capabilities in handling explosives during the 1st PNP Command Conference presided by the Chief Philippine National Police, PGEN DEBOLD M SINAS with the members of his Command Group, Directorial Staff, Regional Directors of the 17 Police Regional Offices (PROs), Directors of National Administrative Support Units(NASUs), National Operational Support Units (NOSUs) District Directors of the Five Police District of NCRPO and other senior officers  at Camp Bagong Diwa, Bicutan, Taguig City on November 28, 2020.

The field demonstration was held at RECU-NCR Compound, wherein EOD personnel demonstrated the K9 Capabilities in handling explosive related incidents with the use of the Explosive Detector Dog, MK3 Caliber Robot and Mobile Bomb Basket”

The first set of demonstration is the explosive odor recognition and detection through detail search is a common method of search used during the conduct of panelling operations.

Aside from the daily walk, the K9 also  performed the obstacle course by climbing on the stairs, jumping on the ring, climbing on a slope, crossing barriers, hurdles and passing through a concrete pipes.  

Followed  by the off leash search. It is a method used in high risk type of search wherein the exact location of explosive is unknown. This technique is being done to surely minimize the potential hazard posed to the handler.  To confirm the placement of the explosive item, another dog was sent for confirmation and sit exactly on the area where the first K9 sited.

With the indication given by the explosive detector dogs. A render safe procedure was undertaken by the EOD technicians, P1 and P2. P1 is wearing black bomb suit while P2 is wearing green bomb suit.  With the help of a tool man, P1 prepared to carry a hook and line kit for the remote removal vehicle access entry by placing a peg first to serve as an anchor to the rope in a 90 degrees angle to produce a mechanical advantage to lessen the tension of the rope. He then goes back to a safe place so that P2 can now work for the counter measure charge inside the bomb basket in preparation for the disruption operation. Once P2 settled, the tool man now applied the remote removal procedure by pulling the rope to gain rear door access entry.  The door of the car was opened and the EOD team extracted the suspected item and place it in the bomb basket for a render safe procedure.

 The EOD team utilized a remote removal technique using the MK3 Robot and once extracted the bag, turned around and moving to remotely handle the bag and place it to the bomb basket where a loud explosion was experienced as part of the render safe procedure.

The RECU NCR has already conducted more than 23,296 panelling operations from January to present and is maintaining 49 explosive detector dogs and 4 narcotic detector dogs.

217 Kilos of Marijuana with DDB value of PHP 26M Busted in Quezon City by Joint Operatives

National Capital Region Police Office (NCRPO) Acting Regional Director PBGEN VICENTE D DANAO JR lauded the successful buy bust operation conducted by joints operatives of Regional Intelligence Division -NCRPO led by PLTCOL HANSEL M MARANTAN, together with the Special Operations Unit 3 (lead unit) led by PLT HAZEL MABILIN under the supervision of PLTCOL GLENN C GONZALES, OIC SOU 3 PNP DEG, PDEA NCR, LALOMA PS, and HPG NCR led by LT.COL LEGAYDA, earlier Today which led to the arrest of three (3)suspects.

The suspects identified by the operatives were 1). Dianne Irene Rodriguez Cambalicer, 37 yrs. old and a Businesswoman from Rommel and Dianne Wholesale and Retail; 2). Louie Mark Cuballes Cuerdo, 29 yrs.old, a Driver from Inspiro Relia Global Shared Services; and 3). Angelo Buenaventura Pascual , 22 yrs.old, unemployed.

Investigation disclosed that the buy-bust operation was held along EDSA Hi-way, Brgy Apolonio Samson, Balintawak, Quezon City in front of KKK Heavy Equipment and Supply at 7:40 A.M, November 29, 2020.

A total 217 blocks of suspected dried marijuana leaves weighing 217 kilos worth PHP 26,040,000.00 was confiscated from the suspects.

After on-site marking, inventory and photograph, the arrested suspects and confiscated pieces of evidence were brought at the office of PNPDEG SOU 3, CAMP CRAME, Quezon City for proper disposition.

PBGEN DANAO in his interviews emphasized that the Team NCRPO would invigorate their operations and coordination to arrest high value targets and seize larger amounts of drugs.

The operation is also the result of intensified and intelligence driven operation of our operatives as support to the flagship program of our President Rodrigo Roa Duterte on the war on all forms of illegal drugs, criminality, and corruption”.

The Chief of the Philippine National Police, PGEN DEBOLD M SINAS spearheaded the blessing of the NCRPO Isolation Facility at Camp Bagong Diwa , Bicutan , Taguig City under the watched of PBGEN VICENTE D DANAO JR, Acting Regional Director, NCRPO at about 8:30am of November 28,2020 together with the members of the Command Group, Directorial Staff, Regional Directors of the 17 Police Regional Offices and Directors of PNP Nationla Administrative Support Units (NASUs) and National Operations Support Units (NOSUs).

The newly blessed isolation facility is made of 5 container vans with ten bed capacity, each with respective comfort rooms, oxygen and air conditioned unit. It is designed to isolate policewomen who are pregnant, positive of contacting the corona virus and are experiencing mild symptoms like difficulty in breathing.

This construction was envisioned to temporary housed and immediately attend the emergency needs of the police patients while waiting for a vacant hospital to accommodate them.

The NCRPO is an active implementer of this best practice to provide assistance to our personnel and their families. “We are optimistic that this strategy will reduce COVID-19 cases among our personnel with the increase in our healthcare capacity. This interventions are still the best way when dealing with COVID-19” said PGEN SINAS.

But still, the observance of minimum public health standards set to prevent viral transmissions is critical, therefore our personnel need to strictly adhere to the minimum public health standards of wearing mask, hand hygiene, and physical distancing, upang maprotektahan hindi lang ating mga sarili, kundi pati ang mga mahal natin sa buhay o ang miyembro ng ating pamilya,” PGEN SINAS, added.


Police Brigadier General VICENTE D DANAO JR said on his assumption speech, “More police visibility on the streets to maintain peace and order in our region. Let us flood the streets of Metro Manila with policemen in order to ensure the safety and security of our constituents.”

Said maximized deployment of personnel on the ground helps prevent crime from occurring and the immediate apprehension of criminals and or lawless elements from their nefarious activities.

Following the directives of the Acting, Regional Director, Pasay City Police Station deployed police officers on patrol and were able to respond to the alleged robbery of four suspects armed with firearms and deadly weapon (fan knife) at about 11:50 PM of November 23, 2020 at SOGO Hotel Room 556 located along Roxas Blvd Service Road, Barangay 13 Pasay City.

The four suspects were identified as:

a. JOHN APRIL GOMEZ y CASTRO, male, 26 years old, single, jobless, residing at Leveriza Street, Barangay 34 Pasay City;

b. RALPH JENRIC MANAHAN y GUERRERA, male, single, 20 years old, residing at Northside 1200 Makati City;

c. JOHN MICHAEL ROMERO y REGALA, male, 23 years old, married, residing at Barangay 34 Pasay City and

d. ALLAN ROMERO Y REGALA, male, Barangay Kagawad in Pasay City presently residing at Barangay 34 Pasay City.

Investigation disclosed that while Police Officers were conducting Mobile Patrol along Roxas Blvd corner Service Road, Barangay 13 Pasay City, when the security guard of Sogo Hotel called their attention for alleged commotion between four male suspects and a male Chinese national.

Wasting no time, the police officers immediately responded at the area and saw suspect 3 (John Michael Romero) drew his gun, prompting the responding police officers to order him to lay down his firearms (Caliber 45 loaded with eight live ammunition) and face the ground.

Thereafter, they effected the arrest to the said suspects. Suspect also yielded one (1) bladed weapon (Fan Knife) from his possession and the taken belongings from the victim such as; Five-thousand-peso bill and one (1) unit VIVO A5S and One (1) IPhone 11; One (1) Mio I color magenta with no plate number.

Suspects were brought to Pasay City General Hospital for Physical Examination and subsequently referred to SIDMB, Pasay CPS for investigation and proper disposition.

PBGEN DANAO commended the prompt action of the cops who protected and secured the victim from the four male suspects. “I would like to congratulate Pasay City Police Station for carrying their mandate. The public can assure more police officers patrolling for their safety and security and to give them the service that they deserved,” he concluded.

Traffic Enforcer arrested by Makati Cops for Robbery Extortion

National Capital Region Police Office Chief, Acting Regional Director PBGEN VICENTE D DANAO JR., commends the immediate action of Makati Cops on a complaint filed against a Traffic Enforcer on November 23, 2020 at about 6:50PM at Malugay cor., Buendia Avenue, Barangay Bel-Air, Makati City.

The arrested suspect was identified as Roberto Hojas y Abadiano, married, Public Safety Department Traffic Enforcer, and a resident of Punta, Sta Ana.

Investigation disclosed that after a complaint filed by a victim, personnel of the Makati City Police Station and Public Safety Department conducted a Joint Entrapment Operations against the above-mentioned suspect who previously victimized the complainant at the said place. After briefing and documentation at Makati City Police Station, the said personnel was dispatched. The complainant immediately proceeded to the said place and was flagged down by the suspect who said to the former “di mo ba alam five hundred yan” while simultaneously finger pointing to the no right turn on red signal traffic sign. The suspect asked for 500 pesos which was handed over to the suspect.

At the pre-arranged signal given by the complainant, the arresting officers who were positioned in strategic place immediately proceeded to the area and effected the warrantless arrest. Upon procedural search, a five hundred peso bill marked money with serial number HSO41609 was found inside the pocket of the suspect.

During the arrest suspect was informed of the nature of his offense and was apprised of his constitutional rights in Tagalog. Suspect was brought to Makati City Police Station for proper documentation.

With this accomplishment, ARD DANAO reiterated that Team NCRPO will always do what is just and right and give justice to our fellowmen without any favour, “Wala tayong kikilingan, kahit sino pa yan.” He also emphasized magsebisyo tayo ng tapat, mapagkakatiwalaan at may malasakit sa mamamayan.

As a result thereof, the Top 1 Most Wanted Person for 4th Quarter 2020 Station Level was arrested by the Makati City Police Station on November 23, 2020 at about 3:45 PM at Moonwalk Annex, Talon Uno, Las Pinas City.

The suspect was positively identified as FATIMA NACARIO y ORTIZ, female, single, Filipino, Jobless, 29 y/o, residing at No. 151 J 18 ave. Brgy., East Rembo Makati City.

The operation stemmed from the report of an informant to the authorities regarding the whereabouts of the accused.

“Our informant can assure confidentiality of his/her identity, therefore our community has nothing to worry when it comes to their safety in reporting similar accused persons,” PBGEN DANAO guaranteed.

Thereafter, operatives of Warrant and Subpoena Unit and elements of elements of Station Intelligence Section successfully served a warrant of arrest to NACARIO issued by Hon. Judge HONORIO E GUANLAO Jr. of RTC Branch 57 docketed under Criminal Case No.10-1856 for the crime of MURDER with No Bail recommended.

The accused was informed of the nature and cause of her arrest and was apprised of his constitutional rights in a language known and understood by her. She will be temporarily detained in the Station’s detention facility to undergo booking procedure for the return of the warrant of arrest to the court of origin and issuance of commitment order.

During his valedictory address, PBGEN ALMAZAN conveyed his heartfelt gratitude to his loved ones and family for their understanding and support during his 31 years of military and police service. He also extended his appreciation to all the men and women of EPD whom he had worked with for more than a year.
