NCRPO PROBES THE SHOOTING INCIDENT IN TAGUIG CITY
The National Capital Region Police Office is investigating a shooting incident that transpired in front of the Department of Science and Technology (DOST) office in Taguig City on Tuesday afternoon where three individuals, including 2 Chinese nationals, were killed while two minors were hospitalized.
Elements of Southern Police District take into account that the casualties were two Chinese nationals and a Filipino were declared dead on arrival at the Taguig Pateros District Hospital, identified as Yu Cao, Chinese National,40 years old, born in China with given address at EPZA, Rosario, Cavite; Noel Olimba, male, married, company driver, 38 years old, native of Negros Occidental and a resident of Brgy Lambingan, Tanza Cavite; And Wa Fan Hoi, male, 43 years old, Chinese National, and a resident of No. 809, Chinatown St. Binondo Manila.
Furthermore, the two minors who were wounded were confined initially in the same hospital and eventually transferred to Medical Center Taguig, were identified as Crystal Zhang, 5 year old, female, sustained gunshot wound at the back and undergone operation and Hazel Zhang, 12 year old, female, sustained gunshot wound on the left leg; Both are in stable condition now.
Per investigation, the victims on board Toyota Vios color black with plate no. ABP 8026 and were traversing along General Santos Avenue, four unidentified suspects suddenly appeared and without apparent reason fired their firearms hitting the victims on different parts of their bodies that resulted to untimely death and injuries of the victims who were rushed to Taguig-Pateros District Hospital for treatment.
However, suspects escaped to undisclosed direction bringing with them the firearms they used in the crime.
NCRPO Chief, PMGEN DEBOLD M SINAS said that Taguig City Police Station already requested for CCTV footage of the crime scene that will suffice the establishment of the lead of crime.
He supplemented that the pieces of evidence collected in the crime scene were as follows:
1. Photographs of crime scene;
2. Sketch of crime scene;
3. Cadaver of the 3 victims;
4. 3 pairs of Paraffin casts;
5. 5 sets of Post-mortem fingerprints;
6. 20 FCC;
7. 2 deformed bullets; and
8. 1 magazine with 2 live ammunitions
Meanwhile, another victim was also identified by the probing team namely Mildred Zhang, wife of Yingjie Zhang (a.k.a. Wa Fan Hoi), no injuries sustained. ###

NCRPO gears towards the Modernization of its equipments for mobility, firepower, communication and investigation this 2020.
Under the leadership of the current PNP Chief, PGEN ARCHIE FRANCISCO F GAMBOA with the support of the Honorable President Rodrigo Duterte’s administration, through Speaker of the House of Representatives, Senator Alan Peter Cayetano, a total budget of about 2 Billion pesos was approved to support the procurement of more mission-essential equipment for National Capital Region Police Office.
“I would like to extend my overwhelming gratitude to the current administration for the support towards the modernization of NCRPO in order to uplift our capability and efficiency in the delivery of police service”. Said NCRPO Acting Regional Director, PMGEN DEBOLD M SINAS.
Just recently, NCRPO is upgrading its mobility and patrol capabilities through the creation of an Aerial Patrol Unit in coordination with the Air Unit of Special Action Force.
This year, NCRPO partakes to usher the “Golden Age of Infrastructure” in support of the “Build, Build, Build” Program of the current administration through the construction of NCRPO’s very own Crime Laboratory with highly modernized equipment to further hoist its crime solution efficiency.
Futher, the approved funds wil be utilized to upgrade and modernize the Multi-purpose Building, Grandstand, Training Building with all its Classrooms, Dormitories and all other significant infrastructures inside NCRPO Camp.
“NCRPO is elated to partake in the “Build, Build, Build” project of the current administration. Guaranteed that all the resources that will be granted us will be utilized for the promotion and delivery of an improved police and public service to the people of Metro Manila”. He added.
NCRPO modernization projects aims to address not only the necessity to upgrade its structural and equipment capabilities but also to boost the knowledge, morale and welfare of its personnel to cope with the fast-varying complexities of police service.
This endeavor will take NCRPO closer to the PNP vision of a more capable police service by 2030.

The National Capital Region Police Office Regional Director, PMGEN DEBOLD M SINAS launched its newly tailored tactical campaign dubbed as “Shock and Awe” operations last November 6, 2019.
The operation originated from Police Regional Office 7 during the time of PMGEN SINAS when he was then the Regional Director, which was now adapted by one of NCRPO’s special reaction unit, Explosive Ordnance Disposal (EOD). The “Shock and Awe” Operations is the conduct of security and safety coverage, police visibility and panelling operations which aims to thwart inimical plans and terrorist acts in support to the territorial units of NCRPO.
As the sustenance, management and implementation arm, the Explosive Ordnance Disposal of NCRPO is simultaneously conducting Shock and Awe Operations strategically in various vital installations of Metro Manila to include the lines of MRT and LRT stations, NAIA Terminals, Lake/Seaports, Bus terminal, Schools, Churches and Public and Private Establishments.
This Unit is in constant coordination with the different territorial and support units to strengthen the inter-operability operation particularly with the use of EOD and K9 capabilities in their mandated tasks The Shock and Awe Operations in public convergence, vital installation, terminals, trains and other places of all walks of life are being held consistently to prevent any terrorist acts, plans and intentions of any adversarial element for public security and safety.
Its implication for NCRPO’s anti criminality intends to support to day-to-day police activities and endeavours such as Oplan Kaluluwa, SEA GAMES, Traslacion, EDSA, SONA, and Visitation of different Embassies, VIPs or prominent personalities within NCR.
“This newly crafted operation establishes the ardent tenacity of NCRPO’s EOD as a special unit tasked with a distinct duty to be the fist that strikes at the very heart of criminality, illegal drugs and wayward ones who are uniquely suited and tactically trained for swift action and rapid response,” PMGEN SINAS remarked. ###
