The National Capital Region Police Office (NCRPO) through the Office of the Regional Community Affairs and Development Division (ORCADD) under the supervision of PCOL JEMAR D MODEQUILLO, C, RCADD conducted Manila Bay Clean-up Drive on August 31, 2019 along Manila Bay, Roxas Boulevard, Manila.
The activity was participated by uniformed personnel from the Regional Headquarters. The contingent collected 35 sacks of non-biodegradable garbage that contain styro foams, damaged shoes, slippers, bottles, plastics and different kinds of logs.
Joint elements of the Regional Drug Enforcement Unit NCRPO, Regional Special Operations Unit NCRPO, PNP Integrated Monitoring and Enforcement Group (IMEG), and Muntinlupa City Police Station and Philippine Drug Enforcement Agency Regional Office-NCR
pulled off an anti-illegal drug operations at about 2:45 PM of August 29, 2019 in Barangay Poblacion, Muntinlupa City.
The National Capital Region Police Office Regional Director, PMGEN GUILLERMO LORENZO T ELEAZAR identified the suspect as Victor Bustamante Jr. y Salonga, a former Patrolman of NCRPO, male, 37 years old, married, Roman Catholic, and presently residing at Brgy. Poblacion, Camp Sampaguita, National Bilibid Prison (NBP) Reservation, Muntinlupa City.
PMGEN ELEAZAR said an undercover agent managed to purchase 5 grams of suspected shabu in two plastic sachets with street value of Php 68,000.00 in exchange of Php 10,000 marked money from Bustamante at
at Brgy. Poblacion, beside the Minimum Security Compound of NBP Muntinlupa City.
Further retrieved from the drug suspect were two (2) empty magazines of Glock 9mm pistol, one (1) PNP ID of the suspect, one (1) black samsung duos cellphone and one sling bag.
The NCRPO Director said Bustamante was recruited as Police Officer 1 by PNP NCRPO sometime in the year 2011, then re-assigned to SPD, DID, but went into an AWOL status starting February 2019. He was monitored to be engaged in the illegal drug trade, hence a buy bust operation was conducted to arrest him.
Meantime, the drug suspect will be facing criminal charges for violation of Sections 5 and 11, Article II of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002).
“He is not, in any way, connected with the Philippine National Police. For sure his apprehension will reduce the proliferation of illegal drugs in the different areas of this city,” NCRPO Chief stated.

The intensified campaign against illegal gambling of the National Capital Region Police Office resulted in the arrest of five individuals in Makati City.
NCRPO Regional Director PMGEN GUILLERMO LORENZO T ELEAZAR said that vigorous surveillance was initiated by the NCRPO- RSOU following information from reliable informants that there was a continuous illegal numbers game operation, particularly at Progreso St., Brgy Guadalupe Viejo, Makati City. The operation led to the arrest of suspects for violation of PD 1602 Illegal Gambling “Horse-racing/Bookies”) as amended by RA 9287 (Illegal Number game “Loteng/6/42”).
Responding police officers arrested the suspects identified as follows:
Arnel Gutierrez y De Leon (Bet Supervisor/Cabo), male, married, 64 years old, native of Makati, and resident of No. 8090 Progreso St., Brgy Guadalupe Viejo, Makati City;
Herminio Vasquez y Ogayon (Bet Collector), male, marred, 74 years old, native of Albay, and resident of No. 619 Lerma St., Mandaluyong City;
Erika Abenio y Degamo (Personnel or Staff of Illegal Numbers Game), female, single, 24 years old, native of Pasig City and resident of No. 8090 Progreso St., Brgy Guadalupe Viejo, Makati City;
Jerome Romasanta y Silverio (Bettor), male, single, 30 years old, native of Bulacan, and resident of No. 8093 Progreso St., Brgy Guadalupe Viejo, Makati City; and
Rodel Gelig y Corton (Bettor), male, single, 35 years old, native of Leyte, and resident of No. 7395 Bernardino St., Brgy Guadalupe Viejo, Makati City;
Accordingly, RSOU agents were dispatched at Makati City on August 27, 2019. At 7:45 PM, upon arrival at no. 8090 Progreso St., Brgy Guadalupe Viejo, Makati City, operatives noticed one (1) male in the act of inducing bettors in a narrow alley in front of a house while in possession of a ball pen and bet booklet.
To be certain whether or not it is a form of illegal numbers game, one of the police operative posed as bettor and managed to deal with the man, later known as Herminio Vasquez y Ogayon. He induced him to bet in Loteng 6/42 which will be played at 9:00 PM of August 27, 2019, via PCSO Lotto draw. The poseur bettor gave Herminio, one hundred pesos (Php100.00), consisting of two (2) fifty peso bills as bet money for number combination of 5-7-10-20-22-23-30-32-33-39-40-41 and 3-12-13-18-20-23-26-28-33-35-37-42. The poseur bettor saw him write the number in a bet booklet then tear the bet receipt and handed it over to him. Upon confirming that he was indeed a bet collector, the poseur bettor introduced himself as a police officer and placed him under arrest. He was informed of the nature of his offense and apprised of his constitutional rights in Filipino dialect, known and understood by him.
At that instance, when Herminio Vasquez walked into an open door, just a few steps from the said house by pulling himself away from the arresting officer. The arresting officer restrained him and they ended up inside the house. The rest of the operatives were also able to penetrate the target house where they discovered in plain view, four (4) other individuals and confiscated from their possession were corresponding pieces of evidence as follows:
One of the four, Arnel Gutierrez y De Leon who is the owner/resident of the house and acts as the Supervisor/Cabo. Recovered from his possession are the following:
a. Gambling money amounting to eight hundred thirty pesos (Php830.00) marked as AGDL;
b. Assorted dividendazo marked as AGDL-1;
c. One (1) bundle of bet record booklet marked as AGDL-2;
d. One (1) digital calculator marked as AGDL-3;
e. One (1) bundle of small bet receipt marked as AGDL-4;
f. One (1) bundle of small bet receipt marked as AGDL-5;
g. One (1) black ball pen marked as AGDL-6;
h. One (1) PLDT billing statement under the name of Arnel Gutierrez marked as AGDL-7;
i. One (1) Sony Trinitron TV marked as AGDL-8 (used in viewing online horse racing);
j. One (1) Cignal HD Box marked as AGDL-9;
k. One (1) Adaptor marked as AGDL-10;
l. One (1) Cignal smart card marked as AGDL-11; and
m. One (1) jack connector marked as AGDL-12;
Herminio Vasquez y Ogayon (bet collector). Recovered from his possession are the following:
a. Gambling money amounting to three hundred seventy pesos (Php370.00) marked as HVO;
b. Bet record sheet/paper marked as HVO-1;
c. One (1) small bet receipt marked as HVO-2;
d. One (1) digital calculator marked as HVO-3; and
e. One (1) black ball pen marked as HVO-4;
3 Rodel Gelig y Corton (bettor) Recovered from his possession are bet money amounting to one hundred eighty pesos (Php180.00) marked as RGC; and one (1) Dividendazo marked as RGC-1;
Jerome Romasanta y Silverio (bettor). Recovered from his possession are bet money amounting to one hundred ten pesos (Php110.00) marked as JRS; and one (1) dividendazo marked as JRS-1;
Erika Abenio y Degamo (Staff), who is also a resident of the aforementioned house and caught in the act of recording and collating various bet receipts and functioning as staff/personnel of illegal numbers game. Recovered from her possession are the following:
a. One (1) record booklet marked as EAD;
b. One (1) black ball pen marked as EAD-1; and
c. Assorted bet record papers marked as EAD-2;
However, a certain Olan Santos and Toto Lacson, both male residents of Makati City and identified as gambling maintainer/ operator remains at-large.
In adherence of the police operational procedure, the operatives introduced themselves as police officers and placed them under arrest. They were informed of the nature of their offense and apprised them of their constitutional rights in Filipino.
The arrested persons were subjected to medical examination and were later brought to RSOU office together with the recovered pieces of evidence for investigation and proper disposition.
Criminal complaint for violation of P.D. 1602 (Illegal Gambling “Horse-racing/Bookies) and as amended by R.A. 9287 (Illegal Numbers Game/Loteng/6/42) will be referred for inquest proceedings before the Makati City Prosecutors Office against the arrested persons including Olan Santos and Toto Lacson (Maintainer/Operator) who remains at large.
Eager to clean up Metro Manila’s streets off crime, PMGEN ELEAZAR vowed to conduct more intensified campaigns particularly in the crackdown of illegal gambling.

Following the dialogue was a press conference with different media groups on the initial outcome of the discussion.
Among the issues tackled were the protection of the campuses for the best interest of the youth, academic freedom, campus safety against violent extremism and the proliferation of illegal drugs.
The NCRPO’s Regional Special Operations Unit (RSOU) continue to go relentless against illegal gamblers with the arrest of 5 persons at about 8:30 PM, of August 26, 2019, at No. 635 Pavia St., Brgy 57, Tondo, Manila.
The operation was held following the information given by confidential informants pertaining to the existence of alleged Illegal Gambling Operations at Pavia St., Brgy 57, Tondo, Manila.
The move by NCRPO is in consonance with the directives of PRESIDENT RODRIGO ROA DUTERTE and Chief, PNP, PGEN OSCAR DAVID ALBAYALDE to intensify campaign against all forms of illegal gambling and in consonance with the Executive Order No. 13 dated February 2, 2017 known as Strengthening the Fight against Illegal Gambling and Clarifying the Jurisdiction and Authority of concerned Agencies in the Regulation and Licensing of Gambling and Online Gaming Facilities, and for Other Purposes.
The arrested suspects under RSOU’s custody were identified as follows:
a. Ramon De Mesa y Ramos, male, married, 61 years old (DOB: August 14, 1958) Native of Manila, and resident of No. 635 Pavia St., Brgy 57, Tondo, Manila (Bet Supervisor/”Kabo”);
b. Richa Nicolas y Herona, female, single, 35 years old (DOB: November 5, 1984) native of Manila, and resident of No. 643 Pavia St., Brgy 57, Tondo, Manila (Bet Collector);
c. Arthur Yabut y Burabien, male, married, 40 years old (DOB: October 12, 1978), native of Manila and resident of 643 Pavia St., Brgy 57, Tondo, Manila (Bet Collector);
d. Gerwen De Mesa y Cinedoza, male, married, 35 years old (DOB: August 22, 1984), native of Metro Manila, and resident of No. 635 Pavia St., Brgy 57, Tondo, Manila (Bet Collector); and
e. Sipriano Gula, Jr. y Sacro, male, single, 31 years old (DOB: May 9, 1987), native of Leyte, and resident of No. 637 Pavia St.,Brgy 57, Tondo, Manila (Bettor).
During the course of surveillance, the operatives noticed one (1) male in the act of inducing bettors for Loteng/EZ2 while in possession of a ballpen and bet booklet/lastillas. To ensure that it is a form of illegal numbers game, an operative pretended to be a bettor. Poseur bettor was able to deal with the suspect identified as Arthur Yabut. Then, Yabut accepted the twenty pesos (Php 20.00) bet from the poseur bettor and wrote the numbers in the booklet. He tore the bet receipt and handed it over operative. Thereafter, another male bettor, Gula, Jr. approached Yabut and placed his bet amounting to forty pesos (Php40.00). Upon confirming that he was indeed a bet collector, and the other man a bettor, poseur-bettor introduced himself as a police officer and placed them under arrest.
At that instance, Yabut attempted to elude the arrest and ran into an open door of the afore-mentioned house by pulling himself from the arresting officer. Operatives of RSOU then restrained the suspect and they ended up inside the house. They saw in plain view, three (3) other individuals gathered around in possession of betting booklets, bet record sheets and other gambling paraphernalia. Operatives then introduced themselves and immediately apprehended the suspects.
Subsequently, following betting paraphernalia were seized from the possession and control of the arrested suspects and were later brought to RSOU’s office for investigation and proper disposition:
a. Bet money amounting to one hundred fifty pesos (Php150.00) marked as AYB-1;
b. One (1) black ball pen marked as AYB-2;
c. One (1) small bet receipt marked as AYB-3;
d. One (1) bet collector receipt copy marked as AYB-4;
e. One (1) bet collector receipt copy marked as SGS;
f. One (1) bet record booklet marked as AYB;
g. One (1) black ball pen marked as RNH-1;
h. Bet money amounting to three hundred eighty pesos (Php380.00) marked as RNH-2;
i. One (1) small bet receipt marked as RNH-3;
j. One (1) bet record booklet marked as RNH;
k. Bet money amounting to three hundred sixty pesos (Php360.00) marked as GDMC-1;
l. One (1) black ball pen marked as GDMC-2;
m. One (1) small bet receipt marked as GDMC-3;
