NCRPO: PDEG PERSONNEL APPREHENDED WITH 3 SUSPECTS INVOLVED IN ALLEGED KIDNAPPING AND RECOVERY OF SUSPECTED SHABU AND FIREARMS

NCRPO – PBGEN Antonio C Yarra, District Director, QCPD reported to PMGEN VICENTE D DANAO JR, Regional Director, the apprehension of one (1) PDEG personnel and three male suspects by elements of Galas Police Station who are involved in an alleged kidnapping of one (1) male Chinese Foreign National and recovery of 141.03 grams of suspected “shabu” and recovery of two handgun with live ammunitions.

Arrested Suspects were identified as:

1.Pat. Josen Nino Ramos y Organo , 28 years old , male, single, PDEG member, native of Antipolo and presently residing at Bambang St., Tondo, Manila.

2.Conrad Hiro Liwanag, 29 years old, male, married, jobless, native of Pampanga and presently residing at Marvex Drive, Brgy. Balingasa, Quezon City.

3.Ryan Joshua Turla y Banaag, 25 years old, male, single, Data Controller (DOH), native of Pangasinan and presently residing at Edsa, Brgy., 159, Malibay, Pasay City; and,

4. Oliver Asentista, 31 years old (DOB: March 24, 1990), male, single, Grab Taxi Driver, native of Negros Oriental and presently residing at Tramo St., Pasay City.

Initial investigation reports disclosed that at about 8:45PM of October 28,2021 in front of a residential area located at G. Araneta, Ave., Brgy. Dona Imelda, Quezon City, the duty Security Guard sought police assistance regarding an alleged PNP personnel with his cohorts on board a vehicle and introducing themselves as police officers.

Personnel of PCP-2 , Galas PS led by PSMS George Ferrer with four (4) others immediately responded and held subject individuals for verification and further questioning of their identities wherein they identified themselves as confidential informants of PDEG.

Upon searching on their vehicle, one of the passengers was a Chinese Foreign National who was half-naked and was handcuffed.

Subsequently, responding officers brought the suspects to the the police station for further investigation but Pat Ramos personally intervene and introduced himself as PDEG personnel claiming that they arrested the Chinese National identified as Chen De Jia, 29 years old, male, married, student, and presently residing at a Residential Unit in Brgy. Dona Imelda, Quezon City for violation of R.A. 9165.

This incident resulted in the arrest of Pat Ramos and recovery of the identified pieces of evidence.

The Chinese National, alleged as the kidnap victim, positively identified the suspects as the same persons who kidnapped him and received the ransom money amounting to 450,000 Yuan (PHP 3,563,060.13).

Report further disclosed that the three (3) suspects are Criminology Graduates and batch mates of Pat. Ramos.

Moreover, PLT Randolph Angel Pinon, Chief, Investigation SOU-4A PDEG positively identified Pat. Ramos as member of said unit and confirmed that there is no coordination at this Station pertaining to said the operation.

Pieces of evidence confiscated from the possession of Pat Ramos are:

a.One unit of Caliber .9mm Pistol Canik (PNP property) and three ( magazines loaded with forty (40) live ammunition,
b. One unit of ASUS cellphone,
c.Two bladed weapons:
d. One unit of Yamaha motorcycle NMAX color Matte black/black; and,
e. Two improvised plate number

Meanwhile, other recovered pieces of evidence from the suspects are:

a)One unit of Caliber .40 Taurus Pistol
b) two magazines loaded with sixteen (16) live ammunitions
c) One unit of HUAWEI cellphone.
d) One unit of VIVO cellphone
e) One Fan Knife
f) One unit of ITEL cellphone
g) One Folded Knife
h) One (1) unit of Mitsubishi Lancer with plate # XRM 727 and TKY 293; and,
i) 141.03 grams of suspected methamphetamine hydrochloride “shabu”.

Arrested suspects were turned over to CIDU for documentation and further investigation.

PMGEN Danao said that “ further investigation will be conducted by the operating units as well as coordination with PDEG since this involves a police officer for alleged kidnapping and illegal drugs. However, I commend the arresting team for their diligence and enthusiasm in performing their duties and with no hesitation in arresting a person in uniform suspected to be involved in an illegal activity.” This only proved that your PNP is not in anyway tolerates and
condones any wrongdoing committed by our fellow men in uniform who continuously failed to live up to the standard. Due process will be afforded to all the arrested suspects.
