First, I want to express my sincere gratitude to everyone for all your support and cooperation in all the undertakings of the NCRPO under my watch. For the more than five months, we have gained many remarkable accomplishments and I highly acknowledge our collective efforts and support with each other.

       I commend everyone for the job well done this holiday season. Records have reflected that incidents on fire crackers, indiscriminate firing, and stray bullets during Christmas and New Year festivity have tremendously decreased by 86% breaking a record for the last five years.

       At the same time, I salute everyone for our success securing the public and obtaining a record of “zero crime incident” during the Feast of the Black Nazarene.

       Once again, we have proven our organizational capability to protect the public against lawless elements and any threat of terrorism.

       These are indeed remarkable accomplishments that add up to the notable and continuous decrease of Crime against Property since the day we started to implement the war against illegal drugs and criminality.

       Simula noong inumpisahan natin ang giyera laban sa iligal na droga at kriminalidad, tuloy-tuloy na nating naipadama sa ating mga mga kababayan ang pagbabago lalong-lalo na sa kaayusan at katahimikan ng bawat kumunidad. Wala na o kakaunti nalang ang mga adik at tambay sa lansangan na madalas suspek sa pagnanakaw, panghahablot, at panghahalay, wala na o kakaunti nalang ang mga hold-upper na umaakyat sa mga bus, dyip at kabahayan na walang takot ng manghold-up at pumapatay ng mga inosenteng biktima, at iilan nalang ang mga “tulak” na nagpapalaganap ng iligal na droga at “drug addiction.”

       Ngayong tayo ay tatahak sa panibagong taon, 2017, ipagpatuloy natin ang giyera na ating nasimulan alinsunod sa mandato ng ating Pangulo Rodrigo Roa Duterte at Chief PNP, Ronald “Bato” Dela Rosa. Huwag tayong sumuko, huwag tayong maligaw ng landas, o kaya’y panghinaan ng loob hangga’t hindi mahuhuli at managot sa batas ang pinakahuling “tulak” ng iligal na droga, at “illegal drugs protector” at hanggat hindi magbagong buhay ang huling adik. At katulad ng sinabi ng ating Chief, PNP, paigtingin pa natin ang ating samahan at pagtutulungan. Sama-sama nating labanan ang krimen at karahasan sa ating lipunan. Sama-sama nating bigyan ng wakas ang malagim na yugto ng iligal na droga sa ating bansa. At sama-sama nating suportahan ang mga layunin ng ating Pangulo tungo sa tunay na pagbabago para sa ating mahal na bayan.

       With confidence, we will support the advocacy of our President and our Chief PNP. We will continue our war against illegal drugs, criminality and terrorism through Oplan Tokhang and Project Double Barrel.  And I believe that we will be more effective if we continue to strengthen our collaboration and partnerships with the Local Government Units, partner government agencies, Barangay Tanods, Force Multipliers and Volunteer Groups.

       Along with these, I am reminding you that we are intensifying our Internal Cleansing Program.  I believe that if we are to lead by example and to possess the moral ascendancy to wage war against illegal drugs and criminality, we must be able to honestly declare ourselves that we are not in any way involved or beneficiaries  of illegal drugs, illegal gambling and other nefarious activities. Let us all be inspired by the words of our Chief PNP: (Quote) “Let us be constantly armed with the ideals of service, honor and justice. At ipakita natin na sa kabila ng mga batikos sa kapulisan, patuloy pa rin tayong naglilingkod ng tapat at marangal.” (Unquote)

       This year, we are heading towards many challenges such as The Miss Universe 2017 Pageant, The ASEAN Summit 2017, The Global Peace Convention and many other forthcoming international and local events to be held in our Region. However, let us all be inspired and confident that together, we will conquer these challenges through our collective efforts, operational readiness, support, cooperation, and trust with each other. Of course with the leadership and management skills of our Station Commanders, Chiefs of Police, Chiefs of Different Units and Offices, Regional Staff and the Command Group.

       I believe that with the 28,000 strong men and women of the NCRPO, we will be achieving much for the NCRPO and for the PNP as well.

       Before, I end, let me express my gratitude and appreciation to our ever supportive partners in life. Your support and understanding to the nature of our job inspire us more to do better. Thank you for standing by us especially during the toughest times of our career.
