Four (4) Muntinlupa Cops Arrested for Kidnapping
PCSUPT GUILLERMO LORENZO T ELEAZAR, Acting Regional Director, NCRPO reported to PDG OSCAR D ALBAYALDE, Chief, PNP the involvement of eight (8) police personnel assigned at Muntinlupa City Police Station – Station Drug Enforcement Unit (SDEU) in a Kidnap for Ransom Case. Four (4) were arrested identified as SPO1 Psylo Joe Jimenez Y Malabuyo, PO3 Romeo Par y Portento, PO2 Farvy Dela Cruz y Opalla, and PO1 Jon-Jon Averion y Cacao while SPO1 Edgardo Zervoulakos y Diaz, PO3 Charlie Miranda Y Chua, PO3 Roderick Salvador y Villanueva and PSINSP MARK KEVIN D PESIGAN, Chief, SDEU were at large. The four (4) arrested and four (4) at large police personnel were already relieved from post. PCSUPT ELEAZAR recommended to the Chief, PNP the relief of PSSUPT DIONISIO B BARTOLOME, Jr., Chief of Police which the latter approved.
At about 3:20 PM of July 13, 2018, through the joint operation of Regional Special Operation Unit (RSOU), NCRPO and Muntinlupa City Police Station, the four (4) police personnel assigned at Muntinlupa CPS – SDEU were arrested from the condescended complaint of Abner Bumatay y Cantil, 35 years old, construction foreman, a resident of #206 Buendia st., Tunasan, Muntinlupa City.
Initial investigation disclosed that the above-named police officers barged into the house of the complainant at about 11:00AM of July 12, 2018, under the guise of a legitimate anti-illegal drug operation, suspects arrested the victim, Glaiza Iglesias y Marquez, 33 years old, the live-in partner of the complainant together with their minor child, JRLM, (7) years old, who were both held infront of SDEU Office, Muntinlupa CPS. Furthermore, upon conducting their hoax operation, the suspects allegedly carted away personal properties of the victim consisting of money, jewelries, LED TV, Cellular phones and a Laptop computer.
The complainant further revealed that at about 1:30AM of July 13, 2018, suspects called the complainant Abner Bumatay y Cantil using the cellular phone of his live-in partner Glaiza and demanded for an amount of Four hundred thousand pesos (400,000.00 Php) in exchange of the release of Glaiza and her son. Multiple negotiation transpired between the suspects and Abner and finally at about 11:30AM of the same date, both parties agreed for an amount of Forty thousand pesos (40,000.00 Php) as the ransom money. It was at this point in time that Abner Bumatay sought help to the authorities and in no time, the RSOU-NCRPO and Muntinlupa City Police Station then ensued with the conduct for an entrapment operation to rescue the victims from their confinement.
At About 3:15 P.M. of the same date, while RSOU operatives were already strategically prepositioned in front of Muntinlupa CPS, the complainant accompanied by PO1 Nawardi handed over the entrapment money concealed in a brown envelope to one of the suspects later identified as PO3 Romeo Par y Portento thereby consummating the transaction. At that instance, other operatives rushed-up to the 4th floor of the building where they found the victims Glaiza Iglesias y Marques and her son being held in the gym adjacent to the office of SDEU.
Brief scuffle ensued between the suspects and the operating units during the tactical operation but resulted to the arrest of the four (4) suspects named as SPO1 Psylo Joe Jimenez Y Malabuyo, PO3 Romeo Par y Portento,PO2 Farvy Dela Cruz y Opalla, and PO1 Jon-Jon Averion y Cacao who were all positively identified by the victim to be their captors. While the the remaining four (4) suspects managed to escape.
Recovered pieces of evidence are the entrapment money, consisting of four (4) genuine One thousand pesos (Php 1,000.00) with Thirty Six thousand pesos (Php 36, 000.00) boodle money which the suspect managed to place in a drawer of a table inside their office, recovered from PO3 Roderick Salvador y Villanueva is a PNP service firearm a Pietro Beretta with serial no. M03434z loaded with eight (8) live ammunitions and one (1) white Samsung cell phone, recovered from SPO1 Psylo Joe Jimenez y Malabuyo is his PNP service firearm Pietro Beretta with serial no.M16973Z loaded with fifteen (15) live ammunitions and one (1) black samsung Android Cellular phone ,recovered from PO3 Romeo Par y Portento is his service firearms Pietro Beretta pistol with serial no. N48172Z loaded with twelve (12) ammunitions, and one (1) Olike cellphone, recovered from PO2 Farvy Dela cruz y Opalla is his PNP Service Firearm Glock 17 Gen 4 9MM pistol with Serial no. PNP 09751 and three (3) magazines loaded with twenty-eight (28) live ammunitions and one (1) white nokia cellphone, while recovered from PO1 Jon-Jon Averion y Cacao is one (1) PNP service firearm Glock 9MM pistol with Serial no. PNP 08485 loaded with thirteen (13) live ammunitions. Meanwhile, recovered from the vehicle of PO2 Dela Cruz , a red Hyundai Accent with conduction sticker number MQ 7160 are the following: one (1) CQ 5.56 rifle with serial number CN 016557-15 loaded with twenty nine (29) live ammunitions, together with stolen items from Glaiza Iglesias consisting of six (6) assorted cellular phones, one (1) driver’s license and assorted identification cards in the name of Glaiza Iglesias, one (1) gray pouch containing Twenty Five thousand pesos (Php 25,000.00), and a brown Michaela ladies wallet containing one (1) heat sealed transparent plastic sachet with white crystalline substance suspected to be shabu.
The stolen Pensonic Flat screen Television positively identified by the victim was later recovered from the vehicle in the posession of SPO1 Psylo Joe Jimenez Y Malabuyo particularly described as: one (1) green Mazda 323 with plate number USV-257.
Considering the lapse of material time and despite the claims of the suspects that they only conducted legitimate anti-illegal drug operations, they have failed to present the necessary documents to support the lawful arrest of Glaiza Iglesias y Marques such as Spot Reports, Pre-operations/ Coordination with the Philippine Drug Enfrocement Agency (PDEA) and Request Laboratory Examination with the Crime Laboratory.
The arrested and at large suspects will be charged with Violation of Article 267 RPC Kidnap for Ransom and Article 293 RPC Robbery with Intimidation of Person while additional case for Violation of RA 9165 Comprehensive Dangerous Drugs Act of 2002 will be charged to PO2 Farvy Dela Cruz. At large suspects are subject for follow up operation.
PCSUPT ELEAZAR expressed his dismay in this incident, yet he remained firm and warn all PNP scalawags that he is willing to use the “Iron Fist of Internal Cleansing” if deemed necessary for the police force to recover the trust and confidence of the public.###

The CHR will closely monitor the implementation of security measures and will be the unbiased defenders of the PNP. PCSUPT ELEAZAR stated that the activity will be participated by National Intelligence Coordinating Agency (NICA), Metro Manila Development Agency (MMDA), Security Team of Congress, Armed Forces of the Philippines (AFP), and all PNP units. The QCPD will be in charge of STG Quezon.
"Maximum tolerance will be implemented by the police force just like what the Chief, PNP and the President have said, walang baril yong mga nasa CDM, so shield lang, yong shield pwede na sa tabi- tabi na lang, so mag-uusap kami, we will be talking to the different leaders of the groups that will be joining with this activity para mas maayos ang ating SONA," he said.
