NAPOLCOM-NCR SURVEY: NCRPO Gains High in Terms of Public Trust and Respect, Level of Public Safety and Crime Reporting by the Public
The National Capital Region Police Office Regional Director, PDIR Oscar D Albayalde lauded the NCRPO police for gaining high in Public Perception Survey. Based on the survey, the Public Trust and Respect increased 1.22% from 50.78% to 52%, Level of Public Safety increased 13.4% from 29.3% to 42.7% and Crime Reporting by the Public increased by 19.8% from 24.1% to 43.9% of the same survey in 2014.
The survey was conducted by the National Police Commission (NAPOLCOM)-NCR on November 8, 11 and 14, 2016 in the sixteen (16) cities and one (1) municipality under the jurisdiction of the five (5) police districts in the National Capital Region with 570 respondents composed of students, professionals, religious leaders, barangay officials/employees, business sector representatives, force multipliers, street workers and household members randomly selected in different barangays of Metro Manila.
The survey indicated that there is high agreement among the respondents that the NCR police are respected and trusted by the public. The survey also showed that there is generally high agreement among respondents that the NCR police are fast to respond to citizen calls for help. The SPD ranked first in police response and accessibility followed by MPD, EPD, NPD and QCPD.
The survey also showed that the respondents highly agreed that the community enjoy a satisfactory level of safety especially when there are police visible in the area. They generally agreed that the police ensure the safety and protection of a citizen who reports a crime, positively affirmed that the NCR police can be trusted to perform their duties within the bounds of law, and unanimously agreed that the police enjoy public support and cooperation as affirmed by their willingness to participate in dialogues with the police. Respondents believed that dialogues with the police provide a good venue to solve peace and order and public safety problems in the community.
Additionally, the respondents generally agreed that the NCR police display good manners and right conduct. Albayalde expressed his appreciation to NAPOLCOM-NCR and to the public. He considered the result of the survey as inspiration, an encouragement and at the same time a challenge for the NCRPO to further improve its performance in public service.
“The result is flattering however, we must not rest with our gains. Tuloy-tuloy po ang NCRPO sa pagtutupad ng aming tungkulin at pagpapalawig ng reporma at pagpapaigting ng disiplina sa ating mga kapulisan lalong-lalo sa mga bagitong pulis.” Albayalde said.
“We will take the result of this survey as one of our basis and guide to further improve our performance, to address the security demands of the public, and to pursue our transformation program.” Albayalde added. ###

I commend everyone for the job well done this holiday season. Records have reflected that incidents on fire crackers, indiscriminate firing, and stray bullets during Christmas and New Year festivity have tremendously decreased by 86% breaking a record for the last five years. At the same time, I salute everyone for our success securing the public and obtaining a record of “zero crime incident” during the Feast of the Black Nazarene.
Once again, we have proven our organizational capability to protect the public against lawless elements and any threat of terrorism.
These are indeed remarkable accomplishments that add up to the notable and continuous decrease of Crime against Property since the day we started to implement the war against illegal drugs and criminality.

First, I want to express my sincere gratitude to everyone for all your support and cooperation in all the undertakings of the NCRPO under my watch. For the more than five months, we have gained many remarkable accomplishments and I highly acknowledge our collective efforts and support with each other.
