CARNAPPING AND ROBBERY EXTORTION SUSPECT COLLARED The Regional Special Operations Unit (RSOU), NCRPO under the leadership of PMGEN GUILLERMO LORENZO T ELEAZAR, Regional Director, NCRPO apprehended a suspect for Carnapping and Robbery (Extortion), at about 8:15 pm of June 15, 2019, at Manila Traffic and Parking Bureau (MTPB) located along Quezon Boulevard Central Market, Zone 31, Brgy. 311, Sta. Cruz Manila. RSOU, NCRPO successfully apprehended Rolando Toquero y Beloni @Roy, male, married, 39 years old, caretaker, native of Iligan City, stay-in at Manila Traffic and Parking Bureau (MTPB). Operation stemmed from the complaint of Mr. Teodorico Gervacio y Santos-owner of a ten wheeler truck, who claimed that one @Roy and a traffic enforcer were extorting money from him in exchange of his impounded truck. Investigation disclosed that on June 14, 2019, Jhuren Galvez y Manzan- driver of the Isuzu ten wheeler allegedly committed a traffic violation of passing through red light and driving without license. As he was not in possession of his driver’s license, he presented an Ordinance Violation Receipt (OVR) issued by the Bacoor, Cavite Traffic Management Department last June 11, 2019. Thereafter, one traffic enforcer-T/E Maloy accosted him but did not issue Ordinance Violation Receipt (OVR). Instead, he was escorted to RWM Towing Services Impounding area. The driver was turned over to a certain @Roy of RWM Towing Services Impounding area who instructed him to prepare Ten Thousand Pesos (Php10, 000.00) for the release of the truck. Galvez then contacted his operator Mr. Gervacio who immediately negotiated to settle the amount, for fear that they will be charged with an additional Two Hundred Pesos (Php200.00) per day as storage fee. Negotiations then continued until the amount was lowered to Eight Thousand Five Hundred Pesos (Php 8, 500.00). An entrapment was then hatched by RSOU, NCRPO against the suspect with the agreed amount of money. Upon acceptance of the money by @Roy, police authorities immediately apprehended him. Cases for Robbery (Extortion) with intimidation and RA 6539 as amended by RA 10883 (New Anti-Carnapping Act of 2016) will be referred for inquest proceedings before the City Prosecutor Office of Manila against Rolando Toquero y Beloni @Roy. Meanwhile, the same cases will be filed against the suspect’s cohort identified as @Romy Maniquez, the alleged owner of RWM Towing Services and T/E Maloy (TNU), the traffic enforcer who remains at large. “Wala pong sinasayang na panahon ang bawat unit ng ating kapulisan sa pagsugpo ng iba't- ibang uri ng kriminalidad. Hindi po tayo titigil at mapapagod bagkus lalo tayong ginaganahan pagkat katuwang natin ang komunidad sa misyong ating ginagampanan”, PMGEN ELEAZAR stated.
